Reeder, City Administrator RE: City Goals , DATE: Jantiary 12 , 1978 , Attached are the following documents relating to the goals for the City of Shakopee. , 1 . 1977 Final Report on City Goals as adopted by the City Council 2. 1978 Suggested Goals In analyzing our record in accomplishing the 1977 Goals , I believe that both the City Council and the staff did a good job in keeping the 1977 Goals in mind throughout 1977 and that because of this substantial progress was made. We did not accomplish all our goals , however, to some extent, this reflects a reevaluation of those goals and decisions to lower their priority. In general , the City Council made substantial program toward these goals in 1977 and should be proud of their record. � For 1978 I suggest a refinement of the goal setting process which groups the goals into several areas and ranks tlie goals in each area separately. I believe this will bring the goals into sharper focus and indicate the relationship of the goals better. � You will note that the total number of goals has increased greatly, but I believe we will be able to meet them. Recommendation . It is recommended that the City Council be prepared to discuss the 1978 goals and to submit a revised ranking of the goals in each area with the addition of any new goals . Staff will then consolidate the list and come back with the consolidation for Council approval.
