CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Downtown Fire Station Stucco Bid DATE: July 23, 2004 INTRODUCTION: The Council is asked to authorize staffto seek bids for the removal and replacement of the exterior stucco at Downtown Fire Station No. 50. BACKGROUND: Last year, the Council directed staffto make improvements to the Downtown Fire Station to extend its useful life to the City by five years. The roof has been replaced; several doors still need to be replaced. The major item remaining is the replacement ofthe exterior stucco. From what can be determined, the stucco appears to have been added after the building was constructed, possibly to deal with water infiltration that was otherwise occurring because ofthe concrete block construction material. The stucco on the east side ofthe building has been removed, as it was a safety hazard having the extension delaminating that had occurred. Initially working with former Councilmember Clete Link, and more recently with Oertel Architects (who has drawn up plans and specifications), we arrived at an estimate showing that the entire project will likely be in excess of $50,000. As a result oftms, there will need to be a formal bid taken. Note that the estimates that have been received indicate that removing the remaining stucco will add approximately up to $14,000 to the proj ect. One possible solution that was investigated was to have Sentence to Service do that removal work. However, it would notreduce the overall cost ofthe project below the $50,000 formal bid threshold. In addition, there appear to be some coordination problems between the time that the stucco would be removed, and when it could be replaced. Therefore, the recommendation of staffis that the removal be bid as partofthe contract itself, rather than having it done separately by the Sentence to Service laborers. BUDGET IMPACT: We estimate the cost to be in the $65,000 to $70,000 range. Money for this is budgeted, and is available in the Building Fund. RECOMMENDATION: I recommend that the Council adopt the plans and specifications as put together by Oertel Architects, and direct that formal advertisement be made. The bids would be opened on September 3rd, and that it be brought back to Council for award at the regular meeting of September ih. Given the anticipated time needed to do the project, it is important to proceed with this soon, so that cold weather does not impact the project. ACTION REQUIRED: If the Council concurs, it should, by motion, approve the plans and specifications for the removal and replacement ofthe exterior stucco at Downtown Fire Station No. 50, and direct that formal advertisement for bids be made. Bids must be sealed and the envelope clearly marked on the outside that it is a bid for this improvement. Each bid shall be accompanied by a bid bond, cash deposit, certified bank letter of credit, or certified check made payable to the City of Shakopee, Minnesota, in the amount of five percent (5%) of the total bid amount, as a guarantee that the bidder will enter into the proposed contract within the time specified and at the price bid. No bids may be withdrawn for a period of forty-five (45) days from the date of opening of bids. The City Council of the City of Shakopee reserves the right to rej ect any or all bids, to waive any defects or technicalities in bidding, and to determine whether a bid is responsive or non- responsive. SCOPE OF WORK: The contract includes the installation of complete stucco system including building paper, lath, accessories. stucco, removal and re-setting of equipment/components and related work for a complete installation. The work also includes the demolition and off- site removal of the existing stucco. The contractor shall work around the existing electrical conduits and equipment, and re-set items as shown or as required. The new work includes all coordination, temporary facilities, clean up, and all other requirements for a complete job. At a minimum, this includes barricades, temporary fencing, signage, temporary power, toilets, safety items, and other items necessary to manage and supervise this project. Contractor shall be responsible for obtaining all permits for their relative project. The fees that are to be paid for by the Contractor include all permits, fees, surcharges typically charged for all roof type construction projects. The City does not waive these fees. SCHEDULE: It is imperative that the work be started promptly, with early ordering oflead items and submittal of sho? drawings, in order to achieve the following schedule noted in the front end of this specifications. Do not proceed with new stucco work until the demolition of existing stucco is completed, under this contract. SHOP DRAWINGS. Plan ahead on the lead items, allowing for a one week review of shop drawings and up to 30 days for processing of progress payments. END OF SECTION 01010 SUMMARY OF WORK 01010-2 SHAKOPEE FIRE STATION STUCCO PROJECT 5/11/2004 SECTION 02060 - SELECTIVE DEMOLITION PART 1 - GENERAL RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions and Division-l Specification sec- tions, apply to work of this section. DESCRIPTION OF WORK: Section includes miscellaneous demolition of the existing stucco, lath and associated work as specified herein, as summarized below and as required for the stucco contractor to perform an adequate installation of new materials. Protect portions of the building that are to remain. Include identification and protection of utilities and adjacent property, barricades and all precautionary procedures. Coordinate the demolition work with the staging requirements so that the work proceeds in a logical and uniform manner. Do not demolish or remove portions of the existing stucco that cannot be covered, corrected or replaced, in order to secure and protect the existing building shell. RELATED WORK: Section 09225. Stucco SUBMITTALS: Schedule: Prior to the start of any demolition work, submit schedule indicating proposed methods and sequence of operations for selective demolition work to Architect and Owner's Representative for review prior to commencement of work. Include coor- dination for shut-off, capping, and continuation of utility services as required, together with details for dust and noise control protection. .JOB CONDITIONS: Occupancy: The owner shall be occupying the building during the proj ect, but protections are to be maintained. Note that as it is a fire station, the access to the building by both foot and vehcle traffic must be maintained at all times-if vehicle doors are must be blocked, that shall be coordinated with the Fire Department in advance. Contractor shall provide temporary barricades and other forms of protection as required to prohibit unauthorized persons from entering work site area and area offall-out from the demolished materials. At no time should the public be allowed access into the work areas. Remove protections at completion of construction work. Damages: Promptly repair damages caused to adjacent materials by demolition work at no cost to Owner. Provide signage to caution the public of the ongoing demoliton operations.. At the end of each work day, ensure that building is enclosed and secured through temporary walls and construction. Ex{>losives: Use of explosives will not be pennitted. Utility Services: Maintain existing utilities indicated to remain, keep in service, and protect against damage during selective demolition and construction operations. SELECTIVE DEMOLITION 02060 - 1 SHAKOPEE FIRE STATION STUCCO PROJECT 5/11/2004 Do not interrupt existing utilities serving occupied or used facilities, except when authorized in writing by authorities having jurisdiction. Provide temporary services during interruptions to existing utilities, as acceptable to governing authorities. Environmental Controls: Use temporary enclosures, and other suitable methods to limit dust and dirt rising and scattering in air to lowest practical level. Comply with governing regulations pertaining to environmental protection. Perform demolition work in such a manner as to prevent all fIres. Burning on the site will not permitted. Instruct workers in the use of fIre protection equipment and safety procedures. PART 2 - PRODUCTS (Not Applicable). PART 3 - EXECUTION INSPECTION: Prior to commencement of demolition work, inspect areas in which work will be performed. Photograph existing conditions to structure surfaces, equipment or to surrounding properties which could be misconstrued as damage resulting from demolition work; fIle with Owner's Representative prior to starting work. Otherwise, the contractor may be accountable for previously unseen damage. PREPARATION: Identify items to be saved, and carefully removed and stored. DEMOLITION: Perform demolition work in a systematic manner. Use such methods as required to complete work indicated on Drawings in accordance with demolition schedule and governing regulations. If unanticipated mechanical, electrical or structural elements which conflict with intended function or design are encountered, investigate and measure both nature and extent of the conflict and contact the owner. Do not use save demolished or salvaged materials unless specified or approved in writing by the Owner or Architect at the beginning o/the project. There is no intent to re-use any materials. DISPOSAL OF DEMOLISHED MATERIALS: Remove debris, rubbish and other materials resulting from demolition operations from building site. Transport and legally dispose of materials off site. Ifhazardous materials are encountered during demolition operations, notify Owner immediately. If allowed to continue, comply with applicable regulations, laws, and ordinances concerning removal, handling and protection against exposure or environmental pollution. CLEAN-UP AND REPAIR: Upon completion of demolition work, remove tools, equipment and demolished materials from site. Repair adjacent materials soiled or damaged by demolition work. DESCRIPTION OF WORK: Section includes exterior stucco system, including building paper, lath, fasteners, base coat, finish coats and accessories as needed for a complete installation. Coordinate the demolition and removal of existing stucco, which is under this contract, with the new stucco work. The contractor must verify the existing conditions and comply with the existing details, conditions, surface mounted items (conduits, boxes, lights, etc.) and include the cost of working around these items as a part of the bid. The owner recently installed a new roof and sheet metal work. Allowances were made for the stucco work to be installed given that the stucco is proceeding after the sheet metal work. RELATED WORK: Sealants are specified in Section 07900. QUALITY ASSURANCE: 1. Manufacturer shall have a minimum of five years of satisfactory experience at manufacturing and specifying stucco. 2. Installer shall have a minimum of five years successful experience installing exterior stucco systems. 3. Single Source Responsibility: Provide all components of exterior stucco system as manufactured by single supplier. SUBMITTALS: 1. Shop Drawings: Submit complete shop drawings indicating details, connections, joints and related items. The contractor cannot start the work until the shop drawings have been submitted and reviewed. 2. Samples: Submit full line of color selections for review and approval. After selection, provide two 12" x 12" samples of texture / finish selected. One shall be retained for quality control. DELIVERY, STORAGE, AND HANDLING: Deliver systemmaterials to job site in original containers with labels intact. Store materials in cool, dry location out of sunlight, protected from sunlight and from temperatures below 40oF. Handle all materials according to label directions and manufacturer's printed recommendations. Handle system components supplied by other according to those manufacturer's directions. EXTERIOR STUCCO 09225 - 1 SHAKOPEE FIRE STATION STUCCO PROJECT 5/11/2004 JOB CONDITIONS: Inspection: Inspect site conditions before beginning work. Report any unsatisfactory conditions to the contractor and Architect in writing prior to starting work. Examine the existing stucco system in place for the locations of control joints, texture and related items so that the new work matches the existing work. Environmental Conditions: Do not begin installation unless ambient temperature is at least 40oF. and rising, and is expected to remain so for at least 24 hours. Do not apply system materials to frozen or frost covered substrates. PART2-PRODUCTS MANUFACTURERS: Subiect to compliance with requirements provide systems from the following manufacturer. Other manufacturers shall be considered if documentation is submitted to the Architect. Sonobom (SonoWall Hard Coat System) Approved Equal. MATERIALS: Building Paper: #30 asphalt saturated felt. Metal Lath: Provide self-furring, expanded metal lath as approved by the manufacturer, as follows: Wire mesh: Selffurring galvanized woven wire mesh. Expanded metal lath: Self furring ASTM C 847 , galvanized lath. Strip mesh: Expanded metal lath in size as manufactured or recommended by manufacturer. Metal Accessories: Beads, joints and related items as required by the manufacturer for a complete installation. Adhesive: Vapor permeable product as recommended by the manufacturer. Primer Coat: 100% acrylic based adhesive as recommended by the manufacturer. Bond Coat: Pre-mixed acrylic based product as recommended by the manufacturer. Base Coat: Cement based fiber-reinforced stucco base coat. Finish Coat: Pre-mixed vapor permeable 100% acrylic finish coat with fme texture in standard color as recommended by the architect. Provide samples for selection. Fasteners: ASTM C 1063, type and size as required for the installation. Water: Clear and potable, as needed, if allowed by the manufacturer. Sealant: Specified in Section 07900, and complying with manufacturer's recommendations. SYSTEM PERFORMANCE: EXTERIOR STUCCO 09225 - 2 SHAKOPEE FIRE STATION STUCCO PROJECT 5/11/2004 Stucco System shall have been tested for moisture resistance, rain resistance, absorption-freeze, accelerated weathering, mildew resistance, salt spray resistance, chemical resistance, abrasion resistance. Stucco system shall have been tested to meet or exceed the following: Property Test Results Vapor Permeability ASTM 1653 3.8 dry perms and 9.7 wet perms Tensile Strength ASTM D 412 6.8% eight loss Elongation ASTM D 412 200 psi non-textured film Wind driven rain TT-C-555B pass at 98 mph Freeze-thaw lab method pass Dirt pickup lab method none PART 3 -EXECUTION: INSPECTION: Inspect substrate prior to application of system and verify that conditions are consistent with the manufacturer's requirements. Notify the Contractor and Architect in writing of any unsatisfactory conditions prior to beginning work. Coordinate work with the demolition of existing materials, and arrange for access to the work with the General contractor. INSTALLATION: Prior to installation, ensure that adjacent materials and surfaces are protected. Install stucco system in strict compliance with approved shop drawings and manufacturer's printed recommendations and instructions. The contractor shall work around the existing conditions and devices on the building. Provide standard and special details to work with these existing conditions. Comply with the manufacturer's recommendations for the primers and adhesives that are to be used on the project. Install building paper as recommended by the manufacturer. Refer to manufacturer's literature for installation procedures and methods of installing lath, base and fmish coats. If any items need to be removed to perform an adequate stucco job, this contractor shall remove and re-install the same under this contract cost. The drawings do not indicate specific beads. screeds. framing and lath that will be required to perform a complete installation. Provide products as required, based on the design intent shown on the drawings, for a complete installation. Do not re-use any existing materials that may be on site unless approved in writing by the Architect. Allow coats and primers to dry before proceeding to the subsequent work. Cut out and remove any coats that do not comply with the sample area. CLEANING AND PROTECTION At end of work, clean area, remove all materials, equipment and trash from site. Instruct Owner and General Contractor in procedures for protecting completed stucco panels. Erect temporary protection as necessary to protect bases of walls, projections, ledges and fascia from soiling and damage from splashed mud or dirt, or staining from run-off of construction procedures.
