Kraft, City Administrator FROM: Gregg Voxland, Finance Director RE: Tax Levy and Budget Resolutions Nos. 3308 and 3309 DATE: November 20, 1990 Introduction Council is required by the state to adopt the final tax levy and the final budget for 1991 at the public hearings on December 5/12, 1990. Background Attached is Resolution No. 3308 which sets the final tax levy for payable 1991. The tax levy is a 13.2 percent increase over the current year. Council is required by the state to discuss the tax increase, the purpose and use of the taxes and to adopt the resolution at the public hearing. The purpose and use of the tax increase ($285,183) is 6.2% ($133,781) to fund General Fund operations and 7% ($151,402) for the debt service levies. Council may amend the proposed Resolution No. 3308 at the meeting to set the levy at a lower amount. Also attached is Resolution No. 3309 which adopts the 1991 budget. The 1991 General Fund budget is a 2.5% ($110,100) increase over the original 1990 General Fund budget. Council may amend Resolution No. 3309 at the hearing to either increase or decrease the amount budgeted. Alternatives 1. Adopt resolutions as drafted. 2. Amend resolutions. Action 1. Move to open the public hearing. 2. Discuss the purpose and use of the tax increase and the budget and receive public comment. 3. Offer Resolution No. 3308 A Resolution Setting 1990 Tax Levy, Collectable in 1991, and move its adoption. 4. Offer Resolution No. 3309 A Resolution Adopting The 1991 Budget and move its adoption. 5. Move to close the public hearing. RESOLUTION NO. 3308 A RESOLUTION SETTING 1990 TAX LEVY, COLLECTIBLE IN 1991 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, COUNTY OF SCOTT, MINNESOTA, that the following sums of money be levied as the tax levy in accordance with existing law for the current year, collectible in 1991, upon the taxable property in the City of Shakopee, for the following purposes: GENERAL FUND LEVY $2,296,640 SPECIAL LEVIES: Public Pension Funds 5.000 TOTAL GENERAL FUND 2,301,640 DEBT SERVICE SPECIAL LEVY 1985A Improvement Bonds $ 5,819 1986A Improvement Bonds 36,083 1986B Improvement Bonds 32,176 1986A Refunding Imp. Bonds 60,046 1987A Improvement Bonds 3,344 1988A Improvement Bonds 13.934 151.402 TOTAL LEVY $2.453.042 BE IT FURTHER RESOLVED, that the City Clerk is hereby instructed to transmit a certified copy to this resolution to the County Auditor of Scott County, Minnesota. This year the state has some terminology on some of the forms that the signature on the form must be an authorized signature. Accordingly, I request that Council pass a motion authorizing the Finance Director to the execute the necessary documents to implement the budget and tax levy adopted by Council.
