Kraft City Administrator 4 i MEMO TO: Dennis Kraft, City Administrator /2)FROM: Dave Hutton, Public Works Direc r SUBJECT: Joint SPUC/City Council Meeting DATE: May 7 , 1990 In regards to the joint SPUC/City Council meeting, the following are items I feel may be desirable to discuss: 1. Last year the Shakopee Public Utilities Commission indicated that they would be revising their standard watermain size from 6" to 8" . Once that was done, the City of Shakopee was going to revise the watermain assessment policy to reflect an 8" minimum size prior to it being considered oversizing. I don't believe this policy has been revised yet. 2 . Street light policy for new subdivisions. Based on the number of street light requests that the City Council receives, it does not appear that the required spacing of street lights in new subdivisions is adequate. 3 . At the last meeting, a joint SPUC/City policy on street reconstruction projects was going to be drafted and adopted by both bodies. I don't believe this has been done yet. 4 . The response time by utility staff to City staff requests is unusually long and normally requires 2 or 3 follow up requests before responding. Is there any way to improve this? DH/pmp SPUC tk I TO: Mayor and Council Department Heads FROM: Gregg Voxland, Finance Director RE: Discussion Draft of 5 Year Equipment List DATE: April 19, 1990 Introduction Attached is a draft of the five year equipment list. Please review and return any corrections, comments or questions to me by 4/27/89. A revised list will then be prepared for Council and staff discussion. Also attached for reference is last years list. There have been additions, deletions and shifting between years for various items. One large item that has been shifted from 1993 to 1992 is a new fire pumper ($225,000) . It is suggested that Council consider the following points; 1. Current minimum for this list is $1,000. In considering larger pieces of equipment, perhaps the minimum should to raised to $5,000 or $10,000. 2. Should the City issue Certificates of Indebtedness for the purchase of the large fire trucks instead of using fund balance? 3. Should computer software be included on this list? 4. The PW Director requested $50,000 over two years for a pavement management system. The first year ($25,000) was for the data collection study and not equipment and therefore it is not included it on this list. 5. The Building Inspector has indicated his strong preference for a full size pickup. The previous Council indicated a compact pickup. The list currently reflects' a full size pickup and the cost difference is about $1,500. 6. The list shows 3 squad cars per year on a two year replacement cycle. Recent experience has been a 3 year cycle. Council and the Police Chief may want to review this issue. Buy 2 portable computers for engineering for use in the field and then transferring the data to the network. Data Display - LCD panel to fit on an overhead projector so that computer screens can be projected for an audience larger than just the few people that could fit around a computer screen. for use in training or for meetings. Copier. Replacement of main copier. Older machine passed down to Police. 1992: Computer network enhancements/expansion. Buy one station for Planning. Line printer for potential quantity printing. 1993: Computer network enhancements/expansion. 1994: Computer network enhancements/expansion. 1995: Computer network enhancements/expansion. City Clerk 1992: Typewriter. To replace the secretary's typewriter acquired in 1985. Finance 1991: Small copier to avoid frequently having to run downstairs for one copy. 1992: Typewriter. Replacement of older model passed down. Community Development 1993: Administrative Car. To replace administrative car for pool use. Police 1990: Squad Cars. Purchase three to replace 1987 model year cars. It is the City's police to replace patrol vehicles every three years instead of two years which is the policy of the majority of law- enforcement departments. We are able to retain the vehicles for the additional year with out experiencing major mechanical repair as a result of the propane fuel and the assignment of vehicles to three officers which reduces the annual mileage to 36,000 per unit per year. I9 Visibars. Replace 3 units purchased in 1984 and to be installed on 1990 replacement cars. The used units are transferred to the Fire Dept. for auxiliary fire units and spare parts. The cost of the units have been reduced due to the 1989 purchase of mobile radios which included the purchase of the siren and switching units purchased as a radio component. Administrative Cars. An investigative vehicle is used to conduct mobile surveillance of criminal activity and transportation by investigators. An important factor regarding these vehicles is the ability to rotate them within a reasonable time so that they do not become easily identified. The previous policy was to rotate the vehicles annually, the rotation has been extended to two years. The older cars are then transferred to other departments when needed. Portable radio. To equip an additional patrol officer. Each patrol officer is equipped with a portable radio for communication when away from the patrol vehicle. Computer equipment. A detailed proposal will be submitted to the computer committee. The basic request is for three additional terminals and related equipment. Presently we have one available terminal for sixteen employees. Due to shift work three additional terminals would meet our needs for the patrol and investigative sections. 1991: Squad Cars. Replace 2 units purchased in 1989 and one additional unit. Administrative Car. Replace older unit and cycle older car to other departments. Visibar. One unit for additional squad. Radar Unit. Miscellaneous computer items. Radar Units. Two replacement units. 1994: Squad cars. Replace 3 units purchased in 1991. Administrative Car. Replace older unit and cycle older car to other department. Portable radio. To equip an additional patrol officer. Computer. Miscellaneous computer items. 1995: Squad Car Replacement'. In 1995, the three patrol cars purchased in 1992 will be due for replacement according to the schedule currently being followed. The requested dollars reflect an anticipated cost increase. It appears that some money can be saved in this area during the next five years, but it is not possible to provide more accurate calculations as to how much or at what time. Administrative Car. Replace older unit and cycle older car to other department. Portable Radios. Replace two units per year to avoid large expenditure in one year. Radios which are in good condition at the scheduled replacement time may be retained to keep pace with the increased needs the department is expected to experience. Computer Items. More changes and advancement are taking place in the area of computer equipment and technology than in any field with which we deal on a day to day basis. Keeping our information management systems up to date and in good operating condition is critical if we are to make optimum use of our most important asset, our people. The speed and frequency with which these changes and advancements are taking place make it comparatively expensive to stay current. Copier. The copier will be ready for replacement by 1995. The frequency with which these units require repairs might be approached in a more cost effective manner if it is possible to enter into a lease which contains a maintenance agreement. Civil Defense 1990: The present warning system was installed in 1977 and consists of seven radio activated units and on unit activated by telephone line. The purpose of the sirens is to warn the public of danger for natural or manmade disasters. The new model units are greatly improved in comparison to the present system. Communities installing sirens are not experiencing false activations or mal-functions. The growth of the community during the eleven years has surpassed our warning system and we are not adequately providing coverage to the public. Warning siren. Warning sirens are used to alert citizens of natural or man-made hazards which require them to seek shelters or evacuation. Until 1989 the City did not enhance or rebuild the system since 1978. We have no coverage south of 13th avenue and two sirens in the downtown area are not repairable. 1991: See above. 1993: See above. 1995: Warning Siren. If it seems likely that the city limits will move any significant distance to the southwest during the next five years, this expenditure should be considered. Building Inspection 1991: Truck. Full size pickup to replace current vehicle which is 1984 model pickup and will have an estimated 65,000 miles on it by replacement time. Fire 1990: Hose. Annual appropriation for fire hose replacement, due to age hoses will not pass test and need to be replaced. Truck - grass rig. Replace 1974 truck and tank/pump unit. Truck is starting to rust badly and tank and pump have been repaired. Also to add one additional hose reel. Hazardous Material Kit. Used to seal leaks, dike spills and neutralize chemicals. Hazardous Material Suits (2) . To enter chemical spill and leaks and for back-up of other crews. Continue 1985 program to acquire hazardous suits as needed. Nozzles. Update handline nozzles from fixed rate of 95 gpm to automatic nozzles of 50 - 300 gpm. Computer - record maintenance records and fire software package from Logis. Portable radios. Add one and replace several of the old portable radios with speaker/microphone type units. Additional radios are needed because presently offices can not communicate with all of the fire fighting teams needed at a large or severe fire. Smoke extractors. Replace all non-explosion proof smoke extractors with explosion proof type. This will greatly improve the safety of ventilation at most incidents. SCBA air paks. Air paks for an additional 5 fire fighters and to serve as backup units to those being repaired or tested. SCUBA gear. Diving gear to allow under water rescue of victims trapped under water or ice. Also used for the recovery of drowning victims. 1991: Hose. Annual appropriation for fire hose replacement. Due to age, hoses will not pass test and need replacement. 1500 gpm Aerial Ladder. Replacement for 1976 ladder truck. Hazardous Material Suit. To enter chemical spill and leaks and for rescue or stopping of leak and back-up of other crews. Stopping leak may reduce the need for evacuation. Continue 1985 program to acquire hazardous suits as needed. Hydraulic hose reel. Update equipment with reel for Hurst rescue hydraulic tool. Reel will hold 100 feet of hydraulic hose and allow heavy power unit to stay on truck. Life Gard personal alert system. Small radio unit worn by entry fire fighters who may become distressed and will send signal so other personnel may assist them. Radio - hazardous material suit. Radio to be used under hazardous material suit to provide communications. 1992: Hose. Annual appropriation for fire hose replacement. 4.5 One-hour air paks (2) . Replace all 1/2 hour air pak and older 4.5 paks. Presently we have two different types that are not interchangeable. Pumper. Replace 1976 pumper, body of truck is rusting extensively. The tank has been repaired and is rusting. Replacement of the tank is costly. The water pump is leaking and in need of major rebuilding. Fire fighter safety is also a major concern because of the older open riding area. 1993: Hose. Annual appropriation for hose replacement due to age. Weather pak. Remote weather and air monitoring device to collect information which can be used to manage a hazardous material incident. Portable radios. Add one and replace several of the old portable radios with speaker/microphone type units . Additional radios are 1C needed because presently offices can not communicate with all of the fire fighting teams needed at a large or severe fire. Water manifold. Allow for the effective distribution of water at a fire. Copier. Replace copier which uses roll paper and does not make very good copies. Rescue boat replacement. Replace present V bottom boat with multipurpose rescue craft. This craft would be more stable for diving rescue and dragging operations and also facilitate any type of ice rescue. Equipment trailer. A trailer to meet the growing need to store and haul the specialized hazardous material/SCUBA equipment. We are running out of room on the every day response units. This trailer would allow proper storage and workability of the equipment without purchasing additional vehicles. Squad. Replacement of present 1986 Ford received in 1989 as used police squad. High mileage causes concern for the reliability required of this unit. 1994: Hose. Annual appropriation for hose replacement due to age. Truck - grass rig. Replace 1983 truck and tank/pump unit. Truck has seen heavy use and maintenance is expected to increase. Also the truck is very underpowered for its intended use. Hazardous Material Suits (2) . Update handline nozzles from fixed rate of 95 gpm to automatic nozzles of 50 - 300 gpm. 1995: Air Paks. Additional self contained breathing apparatus. SCUBA Gear. Diving gear to allow under water rescue of victims trapped under water or under ice. Also used for the recovery of drowning victims. Pagers. Replacement of present pagers which are 21 years old and have been repaired numerous times. Radio Repeater System. The present radio system is very crowded and will be more so by 1995. This system will provide improved and positive communications for the department. G� Mobile Data Terminals. Portable computer terminals that send and receive data over radio frequencies. Allows fire personnel to access emergency and non-emergency information with or without dispatch. Engineering 1990: Vehicle - compact car. Replace the City Engineer's car with a new vehicle. The existing car is a 1981 model and had approximately 70,000 miles on it. It was obtained by withholding a used vehicle from auction. It is anticipated that by this year it will be inadequate for daily use and require high maintenance. Possible cycle down from Police. Mobile radio - see above. Base radio. Currently the City Hall base radio is located in Building Inspection. Due to the location of the Engineering dept. and the high amount of use that the use the radio, a separate base radio is requested for Engineering. If a new City Hall is constructed, this item may not be necessary depending on the location of the Engineering Dept in relation to the Building Dept. Computer equipment. It is proposed to purchase additional software every other year. Blue Print Machine. The existing blue print machine is extremely old and requires more and more maintenance annually. These machines reach a point where no more maintenance can be performed, such as when the rollers become worn out, it is more economical to purchase a new machine than to replace the rollers. It is proposed to replace this equipment with newer technology at the time the Engineering Department relocates to a new City Hall in order to provide the proper venting and room design for the new model. Street 1990: Bobcat loader with cab, snow bucket/blower. Will be used for streetscape winter maintenance as well as utility cuts, maintenance work and various park projects. Purchase in 1990 will give the department another year to adapt to the construction downtown and the 1988 addition of another Light Equipment Operator. Loader. Replace Case W20 front end loader. We have a guaranteed bonded repurchase agreement for $48,000 for replacement of this machine within 5 years or 6,000 hours . This must be implemented before January of 1990. We have checked the wholesale market for this machine and discovered that the machine is worth only $20,000. This buy back option is being utilized by other agencies in order to protect the investment in loaders. This loader has not been a good performer in the opinion of our crew members. 1991: 2.5 ton truck with sander & underbody blade. To cycle 1980 tandem truck down to standby and keep 1978 Chevrolet to have two standby trucks and not sell any this year. Tandem would be used for certain operations but not on a daily basis. The amount shown is for a diesel truck with a wing. The diesel costs about $7,000 more and the wing costs about $12,000. These two items will be studied further before purchasing the truck. Portable self-propelled street paint striper replacement. Present unit is old, outdated and will be worn out and there is significantly increased usage of the machine. A replacement metal detector is needed. Our older model is not very sensitive any longer as well as being outdated. It has been repaired several times. Crack Filling Equipment. Currently the City does not have an ongoing, in-house crackfilling program. The main cause of deteriorating streets is water getting in under the pavement and saturating the base. It is essential to seal any cracks in order to extend the life of the streets. With the right equipment and training, this task could be done by current employees. This program would supplement the annual seal coating program. Paint Mixer. All of the paint used for striping the street, parking lots, etc. must be thoroughly mixed up before using. If a paint mixer were utilized, employees could be utilizing their time for other work while the paint is mixing. In addition, paint not used up in one year is currently being mixed by outside companies before using because the paint has separated and hardened. Asphalt Cutter. The current asphalt cutter is mounted on the grader and it is very difficult to maneuver this equipment to cut asphalt in small areas. This request is to purchase a new asphalt cutter which will be mounted on a loader and will be much more versatile and suitable to our operations. The existing cutter on the grader can not be retrofitted on the loader properly. 1992: 2.5 ton truck with sander & underbody blade. To replace 1982 Ford truck which will go on standby and sell 1978 Chev. Tail Paver. The existing tail paver was purchased used several years ago and no longer works. During street repairs where large patches are necessary, a paving machine is essential for laying the asphalt to the proper thickness and slope. The current method is to spread the asphalt using the grader which results in uneven surfaces, wasted asphalt, and is generally more time consuming than if the proper equipment, such as a paver, were utilized. Other small paving jobs such as extensions to the parking lot by Lions Park could probably be done by City crews rather than contracting it out. 1993: Street sweeper replacement. Current model will be 10 years old. We will probably change to a four wheel, more mobile sweeper at this time. The City has gotten larger and we need more mobility to cover the sweeping area. Tree Clamp for Loader. Attachment for the loader for use in picking up branches and trees that have been cut down or blown over. 1994: Replace the 1975 Fiat-Allis loader which will be 19 years old at that time. Our work load requires two loaders which are used by both the Street and Park Depts. Each loader is assigned a snow plow route, including alleys and are an important piece of equipment. The maintenance time on this equipment should be monitored closely to determine when it should be replaced. 1995: 2.5T Truck with equip. To replace the 1985 truck which will go to standby and the 1982 truck will be sold. Shop 1991: Diesel tank/pump. The 3,000 gallon tank is next to our building and should be moved to the gasoline tank site. The new tank will be 6,000 gallons because more City machinery is now diesel powered. The pump system is too small (12gpm vs. 22gpm) for our current usage and is now outdated. There are new EPA regulations for underground storage tanks that must be met. Upgrade other Underground storage tanks to meet EPA requirements for leak detection, etc. Park 1990: Post Hole Digger replacement. Small Mower. To replace our Hustler small mower which is used for small areas, boulevards, etc. or areas which require some maneuverability. 1991: Slit Seeder. This is needed to effectively plant and germinate the seed during reseeding operations. Due to the lack of accessible water at some of the parks (i.e. Tahpah Park) , conventional seeding does not work resulting in uneven and scattered grass growth. Truck Mounted Leaf Loader. Due to the maintenance of the downtown streetscape, some method of picking up leaves is needed. This device mounts on the back of any truck, picks up and mulches the leaves and bags them. 1992: Replace Hustler Mower. This is a 1980 mower that is used quite extensively for mowing and snow blowing the hockey rinks. Due to increasingly high maintenance costs, this mower should be replaced. 1993: Truck 1T. Stakebody. Replacement for 1983 model. 1994: Replace Toro Mower. This mower was purchased used and is also heavily used. Increased maintenance due to this being a high use item will result in the need to replace this equipment. 1995: Self Propelled Top Dresser. For maintaining athletic fields and grass areas and application of dressing materials. Hydraulic pruner and saw for pruning nursery stock and trees in the park system. Pool Sewer Fund 1990: Truck 1T dump box - 4 wheel drive. To carry sewer cleaning equipment and tow equipment to locations. Will also be used for street maintenance activities. Replace 1983 Jeep which is wearing out and is not a useful. The current sewer video system is on the outdated Beta recorder system which should be converted to VHS. This is much cheaper and more compatible with other recorders used in the City operations. The Beta equipment is worn. 1991: Replace the "in pipe" TV camera. The camera will be replaced by an updated model which will transmit a much better picture, have better focus and better light head.
