SUBJECT: Odor Consultant Authorization (A)
Introduction
The Council consider authorizing up to $10,000 for consultants to assist the City in odor mitigation activities.
Background:
Previously, the City Council has authorized a one -third participation (with the SMSC and Scott County) for a
contract to study odor issues that may be related to the Tribe's Organic Recycling Facility. The implementation of
that contract is currently on hold, pending resolution of some issues which have been recently raised.
In the meantime, with temperatures now regularly above freezing, calls from neighboring properties reporting odor
issues have increased. Until a more permanent solution for the formal study can be found, the City needs to have
professional assistance in researching solutions and responding to complaints received.
Foth Engineering, which is the company that is under contract for the other study, is available for this work. I
would like Council authorization to retain them, and other possible odor management experts, on an "as needed"
basis for consulting work. I am proposing that up to $10,000 be made available for this purpose.
Budget Impact:
This is not in the 2013 budget. I recommend that it be taken from the "unallocated" line item.
Recommendation:
I recommend that the City allocate up to $10,000 be authorized for expenditure for consulting engineering and
technical assistance in response to odor issues in the City.
Note that this would be in addition to the approximately $7700 which would be spent as the City's share of the
contract for the previously authorized odor management study, should that proceed.
Relationship to Visioning:
This supports Goal A "Keep Shakopee a safe and healthy community, where residents can pursue active and quality
lifestyles."
Action Required:
If the Council concurs, it should, by motion, authorize up to $10,000 be allocated for professional and engineering
assistance relating to odor management issues.
