SUBJECT: Presentation of the Shakopee Tennis Association on a Proposed Indoor Tennis Facility (A)
Action Sought
The Shakopee Tennis Association is seeking the approval of the City Council to potentially locate the indoor tennis
facility on Shutrop Park and to proceed with hiring the services necessary to conduct a 3rd party assessment and
analysis of the business plan.
Introduction
The Shakopee Tennis Association will present the preliminary business plan for an Indoor Tennis Facility to the
City Council. The Parks and Recreation Advisory Board is recommending to the City Council the endorsement of
the Shutrop Park site as the location for the indoor tennis facility until a 3rd party assessment and analysis is
completed.
Background
On March 26, 2012 staff invited all of the outdoor sports associations to the PRAB meeting to give the board an
update on their current numbers, project growth, current facility uses, current facility needs and future facility
needs. The proposal by the Tennis Association was different from the other association's proposals in that they
proposed to fully fund the construction and operation of an 8 court indoor tennis facility. Their request to the City is
to lease Shutrop Park as the location of the facility.
On May 21, 2012 the PRAB held a work session with the Tennis Association to further discuss the proposal of an
Indoor Tennis Facility located on Shutrop Park. The discussion items included;
• Funding sources
• Business plan showing sustainability
• Discussion of preferred resident usage
• How the Fred Wells facility works, how is it funded, and how is it sustained?
• Building space with community rooms and shared usage
• Who will provide maintenance indoors and outdoors of the facility?
The Tennis Association presented their preliminary plan but indicated that a more in depth review of the business
plan needed to take place. The Tennis Association indicated that they would move forward with the internal
business plan study if the PRAB supported the idea of the facility and the Shutrop Park location. The PRAB gave
their support and the Tennis Association completed their internal review of the business plan. The group presented
their findings to the PRAB on February 25, 2013.
Discussion
The Tennis Association is seeking the positive support from the PRAB and City Council to commit Shutrop Park as
the future location for the indoor tennis facility until a 3rd party assessment and analysis of the feasibility of the
project and location can be completed. The estimated time to complete the study is six to eight months. Following
the study the Tennis Association will present the findings to the City Council. If the findings are positive and the
project is supported and found to be feasible the Council may be asked at that time for a commitment on the
Shutrop Park site. The Tennis Association's next step would be to hire a professional fundraiser.
The PRAB has recommend to the City Council the endorsement of the Shutrop Park site. The City's development
of Shutrop Park at this time is identified on the Park Reserve CIP for beyond 2016.
If Shutrop Park is utilized for this facility, the tennis association is requesting to lease, at a minimal fee,
approximately four to five acres. The city would develop the remaining three to four acres. The entire park would
remain city property. Since it remains City property the council needs to consider the liability to the city which may
include insurance coverage or a vacant facility and accommodating infrastructure.
If the City Council concurs to the consideration before them, this will trigger the Association to proceed with
actions including retaining and paying for professional, fmancial, architectural and legal services. If the council
does not foresee the project as a future plan, this should be expressed prior to both the city and association
expending time and funds.

Action Requested
The City Council, if concurs, endorse the concept of the Shutrop Park site as the location for the indoor tennis
facility through a letter of intent until a 3rd party assessment and analysis is completed.
