5. SHAKOPEE TO: Economic Development Authority • FROM: Mark McNeill, City Administrator DATE: 03/19/2013 SUBJECT: Technical Assistance Planning Grant Action Sought To receive direction to submit an application for a Scott County CDA grant. Background The Scott County CDA has up to $150,000 in grant funds available this year through the Technical Assistance Planning (TAP) Program. The intent is to enhance economic development activities, with the goal of achieving long -range job creation within the County. Thirty percent of the grant funds will be allocated to SCALE. The remaining money is to be divided equally among the seven incorporated cities in Scott County, with a maximum award of $15,000 each. Community Development Director Michael Leek drafted two alternatives, which were reviewed by the EDAC at their meeting of March 7th. The alternatives are: 1. Conduct a traffic and marketing study for the First Avenue corridor (from the 101 bridge to the east, including the area in which sanitary sewer is proposed to be extended to further optimize industrial development). The purpose of this is to prepare for impacts as a result of the pending replacement of the Minnesota River Bridge, which is expected to carry more traffic, and be dependable year- round. The $15,000 grant request would need to be matched by $10,500 in local cash (from the EDA's fund balance), and $4,500 of in -kind services (staff time). Total cash value of the project is $30,000. 2. The second alternative would be to research and evaluate approaches to providing start -up businesses with loans for planning and other initial operating expenses. Following the evaluation, the EDA would establish a start -up loan fund and loan process. $5,000 of the grant money would be used for research and development of the loan program. The remaining $10,000 would go toward the loan fund itself. The City match on that would be $1,000 for marketing the program and an additional $10,000 to go into the loan fund. Therefore, a total of $11,000 would need to come from the EDA budget. There would be an additional $4,000 in staff time for this. Discussion The EDAC reviewed both proposals and recommends that the City pursue the CR 101 marketing plan as it was felt to be more timely. Recommendation I recommend that the Council approve submitting the grant application for the Shakopee CR 101 marketing plan. Relationship to Vision This supports Goal D: Maintain, improve, and create strong partnerships with other public and private sector entities. Action Requested If the EDA concurs, it should direct staff to submit the CR 101 marketing plan as the City's TAP grant application to the Scott County CDA. With planning underway for a less flood prone 4 -lane crossing of the Minnesota River to replace the existing 2 -lane 101 bridge, it has become clear to the City's EDAC that the completion of the new bridge, and the likely increased traffic it will carry, have implications for the CR 101 corridor from Downtown Shakopee to the east. The purpose of this study is to study the future market potential of the CR 101 corridor, identify development opportunities within the corridor, and establish a plan to market the corridor into the future. Scott County Community Development Agency Technical Assistance Planning Narrative Please limit to 2 pages in length and include a detailed project description, an explanation of why this project is needed, the immediate benefits of the project, the long -term benefits of the project, how this project is consistent with the Unified Economic Development, Land Use and Transportation Plan Charter goals and objectives and the work plan, and whether or not this project or its results be shared with or utilized by other Scott County communities. The SCALE Unified Economic Development, Land Use and Transportation Plan, which resulted from the underlying Charter, has focused heavily on the identification of key economic development corridors in Scott County, and approaches for maximizing their economic potential. The 101 Corridor in Shakopee has been identified in the Plan as one of the more important corridors for the near future. The 101 Corridor in Shakopee is unique in that on the east end it has significant potential for further industrial development, while on the west end (close to and including Downtown) it has great potential for further destination retail and entertainment growth. On the east end the City's plan to extend sanitary sewer will further optimize the industrial development potential. To the west, a new 4 -lane 101 crossing has clear implications for growth on the west end of the corridor. In order to be prepared for the changes these two projects will bring, the City proposes to study the likely effects on the market that the west end of the corridor will attract. Based on that information, the City will develop a specific marketing plan that a) identifies development opportunities, b) identifies the types of businesses to target for the corridor, and c) puts in place a marketing plan that will reach those types of businesses identified. While the 101 corridor may be somewhat unique compared to the other SCALE - identified corridors, the approach proposed in this application will have application to other corridors in other Scott County communities. As one of its 2013 goals, Shakopee's EDAC identified studying the feasibility of establishing and operating a small business start -up loan program. Based on the EDAC's discussion there is some sense that such a gap funding source is needed for start -up and small companies. This is viewed as an important business sector as these companies can provide significant employment growth as they grow in place and size. In addition, there is perhaps less risk of these types of companies relocating over both the short and long term, which can be a substantial risk when dealing with very large companies. A start -up loan program ultimately serves the SCALE goal of having enough jobs in the County to employ half or more of the County's labor force. By providing assistance to a diversity of business types and sizes, such a program helps to insure that there is diversity in business and job types, which in turn contributes to long -term economic stability in the County. Page 2 C D A Scott County Community Development Agency ,, , ,� , , Technical Assistance Planning Grants 2013 I. Purpose: The Scott County Community Development Agency (CDA) has authorized up to $150,000 in grant funds available for fiscal year 2013 through the Technical Assistance Planning (TAP) program. The purpose of this grant program is to provide funding to enhance economic development activities with the goal of achieving long range job creation within Scott County. The grant funding is intended to complement activities associated with the goal of the Scott County Association for Leadership and Efficiency (SCALE) Unified Economic Development, Land Use and Transportation Plan to develop and implement a county -wide economic development strategy and integrated land -use and transportation plan that helps achieve the vision of providing enough employment in Scott County by 2030 to support 50 percent of the county's labor force, while respecting the authority of the cities and townships within to make planning decisions on the local level." II. Eligible Applicants: Eligible applicants include the SCALE organization (as a whole) and the seven incorporated cities within Scott County (Belle Plaine, Elko New Market, Jordan, New Prague, Prior Lake, Savage, and Shakopee). III. Grant Limitations: Thirty percent (30 %) or a maximum of $45,000 of the grant funds shall be allocated to the SCALE organization. The remaining seventy percent (70 %) shall be divided equally among the 7 incorporated cities within Scott County, with a maximum award of $15,000 each. No more than one grant may be issued to any single agency or body. There are no matching funds required for this grant; however, if the project cost exceeds the grant amount, the applicant must indicate how the balance will be funded. IV. Grant Criteria: Activities funded by this grant must be consistent with the overall goals and objectives of the SCALE Unified Economic Development, Land Use and Transportation Plan Charter. Projects should promote and parallel the outcomes of the greater SCALE effort, including: o Development of a County -wide Economic Development Strategy and Marketing Program o Development of a County -wide Land Use Development Framework to support economic development and quality of life goals. A key component of the framework will be a clear description of how each community's and use goals fit into the overall Framework, as well as an understanding of how each community, and Scott County in its entirety, will benefit from the Framework. o The development of land use and transportation model(s) countywide for more robust analysis of scenarios, understanding of impacts and strategies to address impacts. This analysis will allow communities and Scott County to make better informed decisions and realize cost savings by reducing duplication of effort. 1 o Development of a Transportation System Plan that focuses on the major arterial network and the importance of the interface between a well - designed local road system and arterial road system. o Development of a Workforce Development, Higher Education and Training Plan to meet the needs of businesses and citizens V. Eligible Activities: Activities eligible to receive grant funding may include: a Local marketing programs; o Completion of land use, transportation and other infrastructure or other economic development studies consistent with the goals and objectives of the Unified Plan; • Creation of local business subsidy plans; o Establish and/or fund economic development incentive programs, such as facade improvements or revolving loan programs; o Local business surveys. o The SCALE project must have a County -wide application consistent with the Unified Economic Development, Land Use and Transportation Plan Charter goals and objectives and the work plan. VI. Funding Cycle: Grant funds will be awarded by April 1, 2013. Eligible recipients must complete the approved project by December 31, 2013. VII. Application Process: All grant applications are due by 4:30 PM on February 15, 2013. The entire application is limited to five (5) pages in length, and must include the following: 1. Completed application form (attached) 2. Budget detail (attached) 3. Project narrative (limit to 2 pages), and include: a. Detailed project description. b. Why is this project needed? c. What are the immediate benefits of the project? d. What are the long -term benefits of the project? e. How is this project consistent with the Unified Economic Development, Land Use and Transportation Plan Charter goals and objectives and the work plan? f. Can this project or its results be shared with or utilized by other Scott County communities? 4. If the project is site specific, a map or site plan may be submitted, but is not required. 2 VIII. Selection Process: A selection committee will evaluate applications and award the grants. The winning applications will excel at the following criteria: 1. The application is complete and includes a budget and a narrative. 2. The budget indicates reasonable expenses and estimated costs. 3. The proposed project meets at least one of the criteria listed in Section IV of this RFP. 4. The applicant demonstrates an ability to share and utilize the outcomes of the project or program developed with the grant funds with other Scott County communities. The CDA reserves the right to combine similar projects submitted by different applicants and award combined grants. The CDA will issue an award letter to each grantee outlining the amount of the award and the terms of the grant. This is a reimbursement grant. Grant recipients must submit paid invoices on a quarterly basis to the CDA for reimbursement. Only the amounts incurred up to the awarded amount will be reimbursed. IX. Reporting Requirements: Projects supported by this grant must be completed by December 31, 2013. Any changes to the project after the grant is awarded must be approved by the CDA prior to implementation. Upon completion of the project, grantees must submit a 1 to 2 -page narrative reporting project results to the Scott County CDA. Grantees will also be asked to make a brief presentation to the Scott County CDA Board. The narrative and the presentation must describe how economic development was or will be improved by the completion of the project, and how these results can be applied in other Scott County communities.
