Action Sought
The City Council is asked to offer Resolution No. 7279, A Resolution of the City of Shakopee Approving Plans
and Specifications for Riverside Fields Park and Authorize to Advertise for Bidding.
Background
On May 3, 2011 the City Council approved the final schematic design for Riverside Fields Park including two
tennis courts, hockey rink w/ basketball court, pleasure skating area, sand volleyball, playground and picnic
shelter /warming house. The playground was installed in 2011 and therefore is not part of the construction bid. The
picnic /warming facility is also not part of the construction bid.
The City hired Stantec to complete the final schematic design and develop the plans and specifications to bid the
construction of the park. The project was bid in April of 2012 however the bids came in extremely over budget and
were rejected by the City Council. It was identified that the unknown soil condition was the number one factor for
the higher bids.
Recommendation
The City Council authorized funding for soil borings and additional consulting. The Council directed staff to rebid
the project in 2013. The soil borings identified that extensive earthwork is needed under the paved areas. The plans
and specifications have been revised to reflect the work required. The contractors bidding the project will now be
able to bid the project accurately.
It is recommended that the bidding of the project take place at the end of March, beginning of April to encourage
competitive bids from contractors that are working to obtain projects for the 2013 construction season.
Budget Impact
The current CIP allocation for this project is $770,000.00. The main components of this budget include: earthwork,
trails, hockey /basketball, paved /fenced tennis courts, parking paving and utility connections to the building pad. Site
furniture includes pedestrian lighting and bike racks. Other amenities include hockey lighting, basketball court and
volleyball court. $25,000 is budgeted for staff time (Engineering/Public Works will be in charge of the Construction
Administration) testing, and Trunk Water Charges (estimated). A 6% project contingency is also factored into the
budget.
The CIP allocation for this project does include the $135,000 to construct the picnic shelter /warming facility.

The estimate construction budget total is $661,262.00 which includes all of the amenities in the City Council
approved plan. This estimate is $106,662.00 over budget.
The estimated construction budget total is $541,427.00 if the hockey rink is unpaved, the basketball court is moved
to the volleyball area and the sand volleyball court is eliminated. This estimate is $13,173.00 under budget.
It is the recommendation of the consultant to bid the hockey rink paving alternate as a deduct alternate to obtain
more favorable bids due to higher quantities.
A) Eliminate hockey rink paving and move the basketball court to the volleyball area and eliminate the sand
volleyball court, - $119,834.00
Timeline
The proposed timeline for this park is to have advertisements run in the Shakopee Valley News on March 21st and
28th, and online beginning March 21st. The Bid Opening is scheduled for April 9, 2013 and Award of Contract
will be presented at the April 10 City Council meeting. The completion date for the park is October 1, 2013.

1. If Council concurs, offer Resolution No. 7279, A Resolution of the City of Shakopee Approving Plans and

2. Move to authorize the bid opening on April 9, 2013 at 11 a.m.

WHEREAS, The City of Shakopee has hired Stantec to prepare plans and specifications
for improvements for the Riverside Fields Park Construction, and any appurtenant work, and has
presented such plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. Stantec shall prepare and cause to be inserted in the official paper and online an
advertisement for bids upon the making of such improvement under such approved plans and
specifications. The Advertisement for Bids shall be published as required by law.
Adopted in session of the City Council of the City of Shakopee, Minnesota,
