SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director DATE: 03/05/2013 SUBJECT: Update on CR69 & TH169 Interchange Project and Consider a Detour Plan Utilizing Vierling Drive (D, E) Action Sought For Council to discuss and approve a detour plan using Vierling Drive. Also to discuss the bridge lights on CR69 and what agency should pay for power on those lights. Background A proposed attached layout for the CR69 & TH169 has been selected and final design plans are being prepared. With the preparation of plans the City was asked to provide lights for the bridge. Attached are drawings showing the location of bridge lights and the recommended light and pole. Also, with the final preparation of plans, a traffic control plan needs to be developed to handle traffic during construction. Scott County and their consultant have a detour plan that utilizes Vierling Drive from CR69 to CR15 and would require constructing a temporary connection from CR69 to Taylor Street. The following documents are attached for Council information: 1. Detour Route Plan 2. Memo on traffic impacts from County Traffic Engineer 3. Temporary Vierling Drive Connection Drawing The reasons for the temporary connection on Vierling Drive would be safer for the construction workers and motoring public, less cost to the project, and reduced project time -line for completion. County staff will be available to present an update on the project including schedule and to discuss the detour plan. If acceptable to the City Council, the County will conduct a neighborhood meeting to the adjacent neighborhoods along Vierling Drive. Finally, staff has been working with MnDOT on acquiring excess property along the TH169 & CR69 and will have an update for City Council at the meeting. Recommendation Staff would recommend approving a motion approving the proposed detour plan that utilizes Vierling Drive from CR69 to CR15; and approve a motion for the City to pay for electric power for the six lights for the bridge. Staff feels the construction of the interchange will be safer and less expensive if traffic is removed from the work zone. The electric power area is currently Minnesota Valley Electrical Corporation (MVEC) and outside the City limits. It is anticipated that this area will be in SPUC's territory and the City of Shakopee limits someday. The County will not pay for power of the bridge lights. Budget Impact The use of Vierling Drive can handle the additional traffic including trucks as it is a 4 lane State Aid route. The cost for power of six bridge lights is approximately $300 / year. Relationship to Vision This supports goals D: Maintain, improve and create strong partnership with other public and private sector entities; and E: Deliver effective and efficient public services by a staff of well - trained, caring, and professional employees. Requested Action 1. Approve a motion approving the proposed detour plan that utilizes Vierling Drive from CR 69 to CR 15. 2. Approve a motion for the City to pay for electric power for the six lights on the CR 69 bridge. It is proposed that a 2 -lane temporary roadway is built from CH 69 to existing Vierling Drive at Taylor Street. The existing Vierling Drive is a 4 -lane segment. Existing Daily Volumes: • CR 69 north of TH 169 is 7,500 • Vierling west of CSAH 15 is 2,500 Estimate of the TH 169/CH 69 intersection movements detouring to a Vierling route: • SB Left / WB Right— 90-100% (most direct route compared to current) • NB Thru / SB Thru — 80 -90% • EB Left / SB Right — 50 -70% (least direct route, backward movement, some will use CH 15 and CH 17) In addition, existing traffic in the Vierling Drive area would likely use the new connection (even without the TH 169 access open). We are estimating a total of 5,000 to 6,000 additional trips on Vierling Drive during the detour stage. The 2 -lane temporary roadway portion and the existing 4 -lane Vierling Drive will provide an adequate level of service. The all -way stop intersection at CH 15 and Vierling Drive will provide appropriate intersection control for the detour. It is expected that the northbound approach may experience some delay during the peak traffic periods.
