SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director DATE: 03/05/2013 SUBJECT: Consider Parking Control Change on Holmes Street, south of Second Avenue (E) Action Sought For City Council to approve a motion approving two hour parking, for two stalls, on the west side of Holmes Street, south of Second Avenue as outlined in this memo and the attached drawing. Background In 2011, the Traffic Safety Review Committee (TSRC) recommended parking changes in the downtown area to be more consistent and more enforceable for the area. In general, the streets north of Second Avenue in the Central Business District were provided with two hour parking along City streets and the areas south of Second Avenue in the Central Business District were generally eight hour parking along City streets with exceptions by Stan Museum and the Library. On December 4, 2012, Council approved a motion to change the 8 hour parking by Tupelo's on 210 Holmes Street to two hour parking. Signs have been changed incorporating two hour parking. Complaints have been received by the City Administrator from the business, My Brother's Keeper about the change since their employees parked in this area. The TSRC met on February 25, 2013 to discuss a compromise in allowing two stalls to be two hour parking and the remaining four stalls to be eight hour parking. The TSRC is recommending this change to Council and as shown on the attached drawing. Recommendation The Traffic Safety Review Committee does recommend Council approve a motion approving a parking control change as depicted on the attached drawing on the west side of Holmes Street by Tupelo's at 210 Holmes Street. Budget Impact The budget impact is very small as only one sign will be needed to accomplish the parking change for this street. Relationship to Vision This supports Goal E: "Deliver effective and efficient public services by a staff of well - trained, caring and professional employees ".
