Members Present: President Steve Clay, Commissioners Jay Whiting, Pamela Punt,
Matt Lehman and Brad Tabke.

1. Roll Call
President Clay called the meeting to order and roll was noted as above.
2. Approval of the Agenda.
Lehman/Schurman moved to approve the agenda. Motion carried 5 -0.
3. Approve of the minutes.
Whiting/Schurman moved to approve the minutes of January 8, 2013. Motion carried 5-
0.
4. Joint Meeting with City Council.
5. Request of Eagles Club for Facade Improvement Program funding for exterior
building improvements for 220 2 Ave. W. Shakopee.
Michael Leek, Community Development Coordinator, said the Eagle's Club is proposing
to remodel the front elevation of their building. The request includes a variety of
proposed improvements at a cost of $17,693. As proposed, 40% of the total project would
equal $7,077.20.
The design was reviewed by a committee consisting of representatives of the City's
Economic Development Advisory Committee (EDAC), Historic Preservation Advisory
Committee (HPAC), Chamber of Commerce, and city staff. The Committee conducted an
evaluation of the project and determined that the applicant met the necessary criteria;
therefore, the committee recommended approval of the requested loan with conditions
which include:
• Cultured stone to be installed on the front wall in the front entrance.
• Install stucco from the cultured stone to the roof line of the one story brick
segment of the building.
• Replace the four windows on the 1 floor elevation
• Replace the doorway on the west elevation.
• Install an awning across the front of the building.
The EDAC reviewed the application and recommended approval of the request consistent
with the design review committee recommendation.

Galen Pult, president of the Shakopee Eagles Club, thanked the EDAC and City Council
for extending the Facade Improvement Loan program to include his business.
Schurman/Tabke moved to direct staff to prepare a loan agreement for building exterior
improvements not to exceed $7,077.20 for Eagle's Club at 220 2 Avenue West, with
conditions as noted above. Motion carried 5 -0.
6 Adjourn.
Whiting /Lehman moved to adjourn to Tuesday, February 19, 2013 at 7:00 P.M.
Motion carried 5 -0.
