SUBJECT: Purchase of an Excavator for the Surface Water Division (C & E)
Action Sought
Move to authorize the purchase of one new excavator from Titan Machinery for the price of $93,353.37, the
funding to be expended from the Surface Water Fund.
Background
This Spring the Public Works Department began demonstrating various vendors excavator's to determine the size,
lifting capability and break -out force that we would need to accomplish 90% of our storm water pond maintenance
needs. After demonstrations from Ziegler, Inc. and Titan Machinery, staff has determined that the Case CX80
Excavator from Titan Machinery meets our needs with the lowest price using State Bid Pricing. Staff not only
demonstrated the excavator but also rented the CX80 from July to the first week of December. The total cost of
renting was just over $15,000.00.
Staff is requesting council consider purchasing this excavator due to the high cost of renting. Titan Machinery has
agreed to credit the rental amount of $15,283.25 towards this purchase. The State Bid Price for the CX80
Excavator is $98,565.00, with the rental credit the price is lowered to $83,281.75. With sales tax ($5,725.62) and
the addition of a hydraulic thumb for installing rip -rap ($4,346.00) the total cost of this purchase is $93,353.37.
The funding for this purchase would be expended from the Surface Water Fund.
The Finance Department has determined the annual cost for this purchase over the 20 year life cycle would be
approximately $5.500.00. The $5,500 annual cost for the purchase and ownership is far less than $15,000.00 or
more cost of renting. Staff will be using State Contract #770 -512.
Recommendation
Staff recommends this purchase as the annual costs of ownership are now much lower than renting.
