Jeanne Andre HRA Director S.3 MEMO TO: Shakopee Housing and Redevelopment Authority FROM: Jeanne Andre, Executive HRA Director RE: Removal of Smokehouse from Fourth and Minnesota Neighborhood Revitalization Project Site DATE: February 29, 1980 I asked Margaret MacFarlane of the Minnesota Valley Restoration Project if the Smokehouse located on the Neighborhood Revitaliza- tion Project site would be a valuable addition to the Restoration Project. She indicated that she has inspected the smokehouse and would be very interested in moving it adjacent to the red brick O'Conner House at Murphy's Landing. The estimated cost of moving the structure is $2,000. Ms. MacFarlane indicated that her Project has no funds available to undertake this move, and requests that the City of Shakopee undertake this move. However, the issue is actually pertinent to the Housing Authority as owners of the land on which the smokehouse is located. Under HUD regulations, the cost of moving the building could be reimbursed under the 1978 Community Development Block Grant (CDBG). However, the budget for the Neighborhood Revitalization Project is already very tight. Therefore, a decision to incur this expense would involve expending HRA funds, as it would probably lead to a cost overrun on the CDBG grant. Normally, the platting fee for this project would be $130. In addition, $50. would be charged for the Conditional Use Permit for the lot- splits on the duplex lots to create a zero lot -line set -back. I recommend that the Shakopee HRA request the Shakopee City Council to waive these fees for the development of Macey's Second Addition. JA /jiw • ■!r MEMO TO: Shakopee Housing and Redevelopment Authority FROM: Jeanne Andre, Executive HRA Director RE: Contract with VonKlug and Associates for Acquisition and Relocation Services DATE: February 29, 1980 I have received a request from VonKlug and Associates (previously bk associates), for an adjustment to their original not -to- exceed contract of $11,395.00. This contract has extended for a much longer period than originally anticipated. In the written request, William VonKlug has documented a number of additions and deletions to the workload included in the original contract. The net addition to contract would be $3,495.00. As in the • original contract, the actual expenditures would be based on the submission of monthly billings outlining professional hours expended at a set hourly rate. The net addition would establish a new not -to- exceed limit. The VonKlug request for a contract adjustment is well- documented and appears justified. I, therefore, recommend that the not -to- exceed limit of the HRA contract with bk associates (of December 18, 1978) be extended by $3,495.00 to $14,890.00. The enclosed invitation will be distributed to contractors who respond to the ad as well as those who have previously expressed interest in the project. I will review proposals submitted with Leroy Houser, and recommend contractors and proposals for selection to the HRA. JA /jiw • Attachment • • 6• CITY OF SHAKOPEE HOUSING AND REDEVELOPMENT AUTHORITY • The Housing and Redevelopment Authority (HRA) invites proposals from contractors for homes as listed below, to be constructed under the Housing and Urban Development Section 235 Mortgage Program in Macey's 2nd Addition, on Minnesota Street between Fourth Avenue and the Milwaukee Railroad tracks. (See lots on attached plat). All proposals are to provide materials and construction which meets FHA minimum standards, the Uniform Building Code and the State Building Code. In addition, side • walls of the homes should be insulated to R -16 and ceilings to R -38. Site plans must meet the City of Shakopee Zoning Ordinance. Proposals submitted should include floor plans with dimensions, specifications, site plans, and cost. All proposals must be within the price limit established below. Proposals should indicate which lots on enclosed plat would be suitable for proposed structure and note any modifications necessary for specific lots. Proposals will be reviewed in comparison with others submitted and will be evaluated on design, quality, space provided, special features and cost. Preference will be given to plans that incor- porate energy efficiency and passive solar collection features. Attention to landscaping and exterior appearance will also be evaluated favorably. If a builder proposes to construct more than one home of the same plan, variations in facade, roof line, etc., should be included in the proposal. A cover letter should be submitted with proposals indicating how many units the contractor would be willing to build and a schedule of starting and completion dates for homes proposed, with initial construction beginning after July 1, 1980. Due to extremely high cost of blasting limestone on the site, the City of Shakopee will take water and sewer connections 60 feet from the center street line into the lot, therefore, this cost should not be included in proposal costs. If blasting is necessary for basements to be built, the City will contract for demolition and excavation, so this cost should also be excluded from the proposal cost. Proposals are invited for the following homes: 1) Duplex, attached garages, 4 bedrooms each unit, maximum cost of $88,000 ($44,000 per unit). 2) Duplex, attached garages, two or three bedrooms each unit, maximum cost of $76,000 ($38,000 per unit). -2- v 3) Single family, split entry, attached garage, four bedrooms, maximum cost of $44,000. 4) Single family with basement, garage slab, four bedrooms, maximum cost $44,000. The HRA will sell lots at a minimal cost to contractors whose proposals are accepted. The lot will be sold with deed restrictions requiring that the home be built according to the proposal submitted, in accordance with 235 Mortgage Program regulations and for purchase by buyers designated by the HRA. Construction financing and points for closing the mortgage on the home will be arranged by the contractors. MEMO TO: Shakopee Housing and Redevelopment Authority FROM: Jeanne Andre, HRA Director RE: Cooperative Agreement with Scott County HRA DATE: February,29, 1980 Last year the City of Shakopee entered a cooperative agreement with the Scott County HRA. The nature of this agreement was to serve Shakopee citizens participating in the Section 8, Existing, Rental Assistance Program and Minnesota Housing Finance Home Improvement Loan Program. In addition they offered administrative and technical- assistance on other matters as they arose. The City paid the County HRA $900.00 for these services'in 1979. Discussions have been held regarding the continuation of this agreement in 1980. The proposal currently under discussion involves a separate computation for services provided for the Minnesota Housing Finance Home Improvement Loan Program, with other administrative and technical assistance to be provided at an hourly rate of $30.00 per hour. The services provided for the Home Improvement Loan Program would be computed by determining at year -end how many loans have been made to Shakopee residents and providing payment for overhead not covered in the administrative fee allowed by the State.
