Reeder, City Administrator RE: Prior Lake Watershed District Drainage Project DATE: March 7, 1980 In an effort to prevent the projected flooding of Prior Lake this spring, the Prior Lake Watershed District and the City of Prior Lake are apparently planning on some type of pumping project which will pump water out of Prior Lake into a drainage system which will eventually go through Shakopee. They have requested a meeting with the City Council to discuss this project. The project will probably require them to get some easements on private property for drainage and ponding purposes. It is my hope that before the joint meeting that our Engineering staff will have the opportunity to discuss the proposed project with their' staff so that we may give you our concerns about the proposed project. DSR /jiw MEMO TO: Mayor and City Council FROM: Douglas S. Reeder, City Administrator RE: Water Loop Between Minnesota and Dakota Streets DATE: March 7, 1980 In order to build the watermain loop between Minnesota and Dakota Streets to provide adequate water pressure for Dakota Street, it is necessary to get an easement from two property owners. One of these property owners will benefit directly from the loop because we will allow him to hook up to water after the loop is put in. He is, therefore, willing to grant the easement and pay the assessment. The second property owner is currently served by water and will not receive additional benefit except for the fire flow advantage. He is not willing to give the easement unless he does not have to pay an assessment. It is my recommendation that we pay this property owner for his easement an amount equal to his proposed assessment, but still assess him for the project. The net affect of this .would be to spread the cost of his assessment among the other property owners. I believe this is fair because his lawn will be torn up and there will be some inconvenience to him which the other property owners will not have to endure and he is not benefiting to the same extent that the other property owner is who is giving an easement. Reeder, City Administrator RE: Proposed Legislation Regulating Carnivals DATE: March 7, 1980 Attached is a bill which is now moving through the Legislature which will provide for the inspection of rides which are operated by Carnivals or facilities such as Valleyfair within the State of Minnesota. This Legislation has been proposed for several years and is Legislation which is needed to provide for the safe operation of these rides. • Leroy Houser has appeared several times at hearings conducted by the Legislation on this proposal and is in agreement with the proposed Legislation, as now set forth. The Legislation will accomplish the following major goals: • '1) It sets forth authority in the State Department of Labor and Commerce to regulate and inspect the operation of these amusement rides. 2) It appropriates money to provide for the inspection. 3) It directs that if a municipality has a qualified inspector, then the State shall allow the municipality to do its own inspection. For Shakopee, this would mean that we would continue to do our own inspection as long as we had qualified personnel. If at some time, we would not have qualified personnel, we could give this function to the State of Minnesota. 4) The Legislation directs the State Department of Labor and Commerce to set up the criteria for the various rides and the method of inspection of these various rides. Reeder, City Administrator RE: 1980 Goals DATE: March 7, 1980 Attached are the proposed major goals for the City for 1980. These are presented for your review and revision if needed. They appear in priority order: Police Department: 1) Update and revise departmental policy manual. 2) . Provide supervisory level training. 3) Prepare individual officer development and performance program. 4) Prepare natural disaster plan. 5) Prepare evacuation plan. 6) Upgrade warning sirens to eliminate false soundings and improve testing procedures. 7) Develope bicycle safety programs as an addition to bicycle safety program to prevent bicycle accidents. 8) Microfilm old records to improve accessability and eliminate the need to purchase additional cabinets. 9) Auction unidentifiable stolen, recovered, and unusable property to provide additional storage space. Park Department: 1) Adopt JEJ Park Master Plan. 2) Acquire Regional Designation for O'Dowd Lake Park. 3) Develope an understanding with the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service regarding location of the proposed Minnesota River Valley Trail located in Shakopee. 4) Expand development in Lions Park southward to a line parallel with the southern edge of the tennis courts. 5) Beautify neighborhood parks by upgrading playground equipment and installing small flower beds. Mayor and Council March 7, 1980 1980 Goals Page -2- /6 Public Works: 1) Continue to televise and record all City Sanitary Sewer Mains. (Part of three to four year program). 2) Continue to implement previous maintenance program on Sanitary Sewer mains. 3) Record all wyes, taps, and connections to City Sanitary Sewer Systems. 4) Upgrade weed control programs. 5) Increase Job Training and Safety Programs for personnel. 6) Resurface remaining Tennis Courts. 7) Construct dugouts at Tahpah Baseball fields. 8) Complete three remaining Softball fields at Tahpah. 9) Obtain sewer and water to Tahpah complex. 10) Better insulate warming houses. Assessing Department: 1) Continue to work toward further computerization of functions including mailing of notices and eventually assessing. Building Department: 1) Complete new filing system. 2) Strive for compliance with smoke detector ordinance. Engineering Department: 1) Develop a five year capital improvement program. 2) Complete construction of the Holmes Street project. 3) Update the needs study completed in 1979. 4) Revise street cut criteria for work in City right -of -way. 5) Prepare drainage criteria for new subdivisions and new develop- ment in the City of Shakopee. 6) Prepare new City maping at a standard scale. 7) Study Sanitary Sewer infiltration program. Finance Department: 1) Fixed Asset System implementation. 2) Appraisal of City Buildings. 3) Review and upgrading of Insurance Coverage Program. 4) Continue work on documentation management. Administration: 1) Construction of Shakopee Bypass 2) Construction of County Road 18 bridge. 3) Sludge Farm denial. 4) Construction of Jackson Sewer Interceptor. 5) Fiscal Disparities Law Suit. 6) Levy limit Legislation. 7) Bond Interest Rate Legislation 8) Pursue increasing of City Bond rating. 9) Complete Reconstruction Policy. 10) Deans Lake dewatering problem. 11) Complete update to City Code. 12) Develop Energy Saving Program. Planning Department: 1) Complete approvals of Comprehensive Plan. 2) Prepare Thoroughfare plan. 3) Prepare`.City'Facilities Plan. 4) Review, revise and implement park and trail development program. 5) Revise Sign and Planned Urban Development Ordinances as needed.
