Attached is a draft of the suggested format for the Employee Energy Savings
Suggestion Program. I suggest that you review this plan and take the steps
necessary for implementation.

CITY OF SHAKOPEE
Energy Savings Suggestions
The City of Shakopee wants to encourage its employees to
review their work and the work environment to discover potential
means of saving energy. To this end a special cash award has been
instituted to reward employees for their creativity in developing
energy- saving ideas and initiative in bringing the ideas to imple-
mentation. Department Heads will not be eligible to receive this award.
The procedure to be followed to earn the Energy Award is
outlined below:
1. Submit idea on Employees Energy Saving Suggestion
Form to the City Administrator at Shakopee City Hall,
,129 East 1st Avenue.
2. City Administrator will review suggestions for basic
feasibility. Within three weeks of receipt the
Administrator will evaluate the suggestion as either:
a) unfeasible; and b) to be further reviewed for feasibility
by appropriate staff member. The employee will be
• informed by letter of the Administrator's determination.
If the suggestion is to be further reviewed, the
Administrator will forward the suggestion to the employee's
supervisor or person in charge of the division to be
affected by the suggestion.
3. The employee will meet with the person charged with
reviewing the suggestion to discuss possible implement-
ation of the suggestion. Within one month, following
•this meeting, the reviewer will submit a written
report indicating the feasibility of the suggestion,
the reviewer's estimation of potential savings, and
the procedure to be used if implementation is recommended.
If further feasibility studies are necessary, the
reviewer will arrange for the studies to be undertaken
and indicate when a final determination is expected to
be made. A copy of the reviewer's report will be
forwarded to the employee who submitted the suggestion.
4. If the suggestion is recommended for implementation, by
the reviewer, it should be implemented within six months.
When the suggestion has been in effect for at least three
months, an evaluation will be made to determine if a
minimum threshold of energy savings has been realized.
The employee will receive a copy of this evaluation,
and if the minimum threshold of energy savings is reached,
will be granted a cash award.

5. Approximately once each year all suggestions which
have.reached implementation and satisfied a minimum
threshold of energy savings will be considered for an
"Annual Energy Super- Savers Award ". The City
Administrator will select a committee to review all
eligible suggestions and determine which suggestion
is most worthy of further recognition.
.6. Each award will be $50.00 for successful suggestions,
with $500.00, to be awarded as the Super Savers Award.
A suggestion will be deemed successful if it achieves
a minimum threshold of energy savings of $200.00, per
' year.

SENIOR HIGH SCHOOL AUDITORIUM
1. Allan Schroeder, 936 Holmes — Will Holmes Street be widened; what interest
rate will be charged to property owners?
2. Joe Marschall, 533 Pierce — Was assessed for west side storm sewer and
asked why he is being assessed again.
3. Gary Mortensen, 428 West 2nd — Asked if the trunk sewer does benefit
everyone.
4. Eunice Schaefer, 118 East 6th — Asked how the new street was going to affect
the level of the street.
5. Dr. Joe Huber, 845 Holmes — What type of curb is going to be used. Concerned
with being able to open car door.
6. Floyd Engelen, 820 Atwood — Asked why the recommendation to pay for the
improvements is this way. He paid for his own sanitary sewer. Who
pays the taxes, who pays the sewer bills; he is going to end up
paying more for this project, than people on Holmes Street! Clean the
manholes out; streets cost more than other projects; not necessary
now; can't see flooding; why business district cut off; the water is
more beneficial to •the downtown area; storm sewer too expensive.
7. F. F. (Doug) Schneider, 127 West 4th — From 2nd going North on Holmes, there
was a storm sewer enlarged in 1956, is this going to be eliminated now.
8. David Hart, 942 Clay — Asked if there was sufficient funds in the sewer fund
to pay for the costs; if not how much would the rates be increased and
for how ling.
9. Lawrence Geis, 918 Holmes — Questioned why the watermain beyond 7th was not
going to be replaced.
10. ( ? ?? ) Land is porous; what does the City plan to do now. Ans. increase
the grade to get the water out.
11. Ray Siebenaler, Chrm. of Committee, 119 W 4th — Asked what would be done
if the City can't bond for the improvements.
12. Florence Miles, 1039 Atwood — Asked what the cost per lot would be for the
storm sewer.
13. Bob Rademacher, 809 Lewis — What streets are draining to Holmes.
14. Cal Brown, 956 Holmes — Asked why the residents on Holmes St. should be
penalized by the closing of Holmes street (if it is not improved), when
the job should have been done earlier.
15. Emil Halden, 206 West 3rd — What is the trunk storm sewer going to do for
him; he floods every rain; have to pay for a trunk now then again later
to get rid of the water; Fuller has defect in pavement; proposes
remainder of system (laterals) be done in near future to complete
the project.
16. Marjorie Lucarelli, 961 Fuller — Will the gullies remain at the Church at
8th and Fuller
17. Clair Van Maldeghem, 930 Holmes — Asked how long service to homes would
be interrupted.
18. Leo Thomas, 934 Lewis — If Holmes Street is closed and people have to
use Lewis, who is going to replace Lewis when necessary? Post the
roads to load limit. ... But will the City enforce!!!

19. Unidentified gentleman -- The trunk is estimated to cost one —half
million; when the laterals are constructed and connected, what
is the total cost.
20. Irene Hunziker, 701 Holmes — How long will Holmes Street be torn up.
21. Leo Thomas, 934 Lewis — questioned the $0.04 estimate without bids in yet.
22. Madge Olson, 940 Holmes — Why was it determined that a sidewalk would be
installed between Shakopee Avenue and 10th. Signed a petition against
the sidewalk.
23. Ron Weiler, Member of Committee, 921 Holmes — asked that it be entered into
the minutes of this meeting that the Committee concurs that the
sidewalk between Shakopee Avenue and 10th Avenue not be built.
24. Unidentified gentleman — Commended the recommendation that the road
be put in after the utilities are installed.
25. Floyd Engelen, 820 Atwood — What are you going to do if you don't put
in the street; where is money coming from; not giving honest
answers to questions; sewer costs will go up; a 10% error in the
estimate is $100,000. No assessments are proposed now, when the
sewer fund is broke, then we'll go back to assessing.
26. Gary Voiding, 1044 Fuller — stated that it is not fair to criticize the
Committee now after the fact. The Committee is basing their findings
after much research. One should find out more information before being
critical.
27. Drainage problem at 5th and Pierce and at 620 Pierce W.
28. Leon Hartman, 728 Scott — State Aid picking up costs; thought they
paid only a percentage.

29. Bernard Bauman, 858 Holmes — Concerned that there is no watermain proposed
past 5th, because of the breakages in the area.
30. Leo Thomas, 934 Lewis — Unaware of the Holmes Street Ad Hoc Committee, or that
it was looking for input from citizens; never contacted; not aware of
project until recently.
31. Alfred Geis, 904 Holmes — What are you going to do with manhole; he is
not connected to Holmes Street; wants a line to the main sewer.
32. Mrs. Rusch, 939 Holmes — How much land will be taken to build sidewalk. Ans.
sidewalk will remain within the right—of—way.
33. Mona Strunk, 103 East 3rd — please don't have meetings on Wednesdays during
lent, there are church services.
34. Larry Geis, 918 Holmes — Put sidewalk on Holmes So. of Shakopee Ave. on the
West and have City plow it.
35. Dr. Joe Huber, 845 Holmes — Are you going to drop the intersections a foot and
a half, clarify.
36. Al -Hanson, 534 S. Holmes — doesn't want to loose maple trees, concerned with
floods.
37. Jim Lodermeier, 217 W. Shakopee Ave & property on Apgar — concerned that if
we wait on this project until the interest rates come down, that what
we save in interest will be lost in increased costs, because of
putting the project off.
