Mayor Walter Harbeck has notified me, Thomas Brownell,
Acting City Administrator of Shakopee, that a Special Meeting
of the City Council will be held at 5:30 P.M. on Monday,
November 24, 1980, in the Council Chambers of the City Hall
for the purpose of authorizing a shade tree grant application
for 1981, Resolution No. 1743 tabled November 18, consider
a request by Goodwin Builders Inc. to postpone payment of a
building permit fee for Lots 1 and 2, Block 3, Macey 2nd
Addition, and for any other business which may come before
the Council.
If you are unable to attend at this time, please let
me know.

MEMO TO: Jeanne Andre, H.R.A. Director

RE: H.R.A. Cash Position, Financial Effects of Building
Purchase
DATE: November 21, 1980
Based on H.R.A. Fund Balance as of 1/1/80 and the budget
projections made in October, it is expected that H.R.A.
Fund Balance will be somewhere on the order of $82,000
at year end. It is also anticipated that the cash
balance will approximate fund balance.
It is my understanding that H.R.A. is committed to buy one
unit at 4th and Minnesota in the amount of $36,000 because
of lack of financing for the buyer (lot 5, block 2). An
anticipated cash balance of $82,000 less the committed
$36,000 leaves $46,000 which is far short of having $72,000
to $76,000 to finance another building.

RE: Contract Revisions, Goodwin Builders
DATE: November 21, 1980
Goodwin Builders, Inc., has indicated that it would go
ahead and construct the two units on Lots 1 and 2, Block 3
Macey Second Addition under the following conditions:
1. The holding period upon completion of the unit
would be decreased from six to three months.
That is, the H.R.A. would agree to purchase the
building if an eligible buyer is not identified
within three months of the completion of the unit.
2. The H.R.A. would grant a 2% increase in price to
cover cost increases incurred because of the
delay. (The contract calls for this increase if
the delays the start.)
3. The H.R.A. would authorize payment of $300 to
cover increased costs for heating over the winter
($50.00 per unit, per month, for 3 months as
called for in the contract).
4. Request the City Council to postpone collection
of the building permit fee for Lots 1 and 2,
Block 3, until the closings on one of their •
other buildings have been completed.

RE: Shade Tree Grant Application for 1981
DATE: 11/21/80
Resdlution No. 1743 has to be included with our application for
the 1981 Shade Tree Grant. It tells the State that the Council
has authorized the application and how many dollars the Council
has appropriated for personal services, outside contracts and
other costs. It also includes an estimated dollar amount for
the use of our equipment which is a reimbursable expense.
The amount appropriated is funded by the state grant and a
special levy. If we do not receive a grant the difference
would have to come out of fund balance of the General Fund.
Tree removal on private property is paid for by the owner via
assessments. In the case of an approved application under the
City subsidy program for low income, the City will pay the
owners cost of removal. As the program is currently working,

the State is paying for 50% of the cost of removal on both
public and private property and the City or the owner paying
the remaining 50 %.

RESOLUTION NO..1743
A RESOLUTION AUTHORIZING
SHADE TREE GRANT APPLICATION FOR 1981
WHEREAS, the City Council of the City of Shakopee, Minnesota
passed Resolution No. 1706 adopting the 1981 General Fund Budget
which is excerpted here; including estimated allowance for equip-
ment use;

WHEREAS, the City of Shakopee desires the State of Minnesota
to participate in the cost of the Shade Tree Program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the Mayor and the City Administra-
tor are hereby authorized to execute and submit the 1981 Shade Tree
Program Application to the Minnesota Department of Agriculture.
