SHAKOPEE Agenda Item: Prepared by: Reviewed by: Shakopee Board of Adjustment and Appeals September 3, 2026 PUBLIC HEARING - Conditional Use Permit for Exterior Storage and Vehicle Repair at 1555 Maras Street Kyle Sobota, Senior Planner Michael Kerski, Director of Planning and Development 5.a Action to be considered: Adopt Resolution PC2026-019. Motion Type: Simple Majority Background: Site Information: Property Address: 1555 Maras Street, Suite 5 Property Owner: Maras Street LLC / Eugene Hansen Lot Area: 22.86 acres Current Zoning: I-1, Light Industry 2040 Comp. Plan: Mixed Use Employment Center Abdikarim Ismail of Bakaal Transportation LLC has applied for a conditional use permit for vehicle repair and exterior storage on two specific paved areas behind the 1555 Maras Street building. The applicant is a trucking company and is proposing to store up to 18 semi -trucks and trailers in the northern area and 16 trucks (8 stalls wide x 2 stalls deep) in a roughly 4,000 square -foot area on the south side of the site (see attached site plan). The original conditional use permit for exterior storage for the 1555 building was from 2024 when the building was constructed and covered the paved outdoor area east of the 1555 building, not individual tenants. The conditional use permit for exterior storage on this site was revoked on February 5, 2026 due to compliance issues relating to another tenant of the 1555 building that has now been evicted. Since then, individual tenants have applied for and received conditional use permits related to their businesses. The vehicle repair portion of this request is for the applicant to repair their own trucks. Staff is recommending that the Board approve the request with the findings in the resolution and the following conditions of approval: 1. This conditional use permit applies only to the tenant of Suite 5 of the 1555 Maras 5 building. Trucks and vehicles stored in the specific exterior storage area must be as described in the narrative and affiliated with the tenant of suite 5. Storage is only permitted on paved surfaces of the assigned lease space noted on the site plan. 2. Unlicensed and inoperable vehicles must not be kept in the exterior storage areas. 3. Semi -trailers must not be stored in the southern area because of space constraints. No more than 16 trucks may be stored in the southern area and 18 trucks or trailers may be stored in the northern area. 4. Service work must only take place inside the building. 5. The dead trees on the berm south of the building / storage area must be replaced by September 30, 2026. 6. The applicant must comply with MN State Fire Code and Shakopee Fire Dept policies. 7. A Certificate of Occupancy for Suite #5 must be received from the Building Department. 8. Trash handling must take place inside the building unless a trash enclosure that complies with City Code requirements is provided. 9. The property owner must provide the necessary drainage and utility easement for utilities adjacent to the Maras Street / Hansen Avenue intersection to the City Engineering Department by September 30, 2026. Contact Darin Manning for details. 10. The applicant must receive a Hazardous Waste Generator License from Scott County Environmental Services prior to operation. Recommendation: Adopt the resolution, as presented.
