Council Member Whiting made a motion to approve the agenda with the
modification of adding item 4.a) Legislative Overview from Representative
Bakeberg, and moving the Elections Update from Scott County to item 4.b),
second by Council Member Contreras and the motion passed. 5 - 0

Council Member Lara made a motion to approve the agenda, second by

6.a) Authorize Final Acceptance and Payment for Phase II of the Downtown
ADA, Lighting and Tree Rehab Improvement Project
6.b) Approve an Agreement with the Metropolitan Council to participate in
the 2026 Community-Assisted Monitoring Program (CAMP) for water
quality sampling
6.c) Accept Minnesota State Fire Marshal's MN Fire Department Turnout
Gear Washer, Extractor, Dryer Grant Award
6.d) Approve a Gambling Premises Permit for Climb Theatre Inc.
6.e) Resolution moving City Council and EDA meeting from August 5 to
August 4, 2026
6.f) Purchase Thermal Imaging Cameras
6.g) Approve a Tobacco License for Schwaesdall Pub LLC. dba Arnie's

Council Member Whiting made a motion to approve the consent agenda,
second by Council Member Contreras and the motion passed. 5 - 0
