SUBJECT: Approval of Job Description and Authorization to Advertise for Economic Development Coordinator (E)
Action Sought
The Council is asked to approve the attached job description for the position of Economic Development
Coordinator and authorize staff to begin the hiring process.
Background
The adopted 2013 budget includes funding for the new position of Economic Development Coordinator. Staff has
developed the attached job description and shared it with the Economic Development Advisory Committee. The
EDAC's comments and suggestions have been incorporated into the attached draft for Council's review.
Budget Impact
Funding for this position was included in the adopted 2013 budget. The total cost for a full year of wages and
benefits is estimated to be $86,057.

This item relates to Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and
professional employees.
Requested Action
If the Council concurs, it is asked to offer a motion to approve the job description for the position of Economic
Development Coordinator and authorize staff to begin the hiring process.

Job Title: Economic Development Coordinator

SUMMARY
This position is responsible for developing and implementing economic development programs for the City
with the goal of business retention, expansion and attraction; job growth and tax base expansion. This
position requires public contact with business owners and managers, developers and real estate brokers,
the Chamber of Commerce, Economic Development Advisory Committee, City Council and other economic
development agencies.
ESSSENTIAL DUTIES & RESPONSIBILITIES
1. Develop, recommend and implement strategies, policies, and programs supporting the City's overall
economic development goals and objectives.
2. Develop strategies for attracting and retaining desired businesses, as directed by the Economic
Development Authority. Coordinate marketing and promotional activities aimed at attracting new
economic development and investment in the City.
3. Promote, assist and advise businesses locating or expanding in the City by being the key point of
contact. Assist businesses in understanding and anticipating requirements of applicable City codes,
the Comprehensive Plan and other development processes. Coordinate and shepherd projects
through a variety of required land use and building approvals. Works with prospects and various City
departments to develop project specific timelines for proposed projects.
4. Assist in the negotiation and implementation of development agreements, including tax increment
financing and tax abatement contracts.
5. Administer local economic development programs, such as the facade improvement loan program.
6. Identify potential grant and loan opportunities, and other funding sources, for local economic
development projects, and make applications for them.
7. Serve as the staff liaison to the Economic Development Authority, Economic Development Advisory
Committee and other appropriate organizations, committees and commissions as directed.
8. Work closely with the Shakopee Chamber of Commerce, SCALE One -Stop Shop, Greater MSP, the
Minnesota Department of Trade and Economic Development and other groups to insure a coordinated
effort toward development and redevelopment.
9. Conducts regular reviews of City business and development - related policies, regulations and fees to
ensure the City's competitiveness in the marketplace and a culture of business friendly operations.
10. Develop and maintain positive relationships with city staff, members of commissions and committees,
business owners, property owners, developers, lending institutions, and related organizations.
11. Respond to general inquiries for information on available land, buildings, development opportunities,
or proposals for development within the City and facilitate the availability of such information via the
City's website and other communication mediums.
12. Attend local business meetings and events and take other appropriate steps to maintain a positive
working relationship with the local business community.
13. Prepare written memos, reports and studies as required.
14. Performs other related duties as apparent or assigned.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED
• Knowledge of local, regional and state economic development issues and programs.
• Knowledge of economic development and redevelopment techniques and practices.
• Knowledge of business planning, development, and financial approval procedures and processes.
• Ability to analyze needs and solve problems creatively.
• Ability to prioritize and manage multiple projects at once.
• Ability to effectively communicate, both verbally and in writing, with a wide range of individuals in one -
on -one, small group and large group settings. Ability to make effective public presentations.
• Ability to effectively utilize common office and presentation software, including Microsoft Word, Excel
and PowerPoint. Ability to effectively utilize mapping, database, website and social media programs
following reasonable training.
• Ability to work independently and as a part of a team.
• Ability to work flexible hours to attend evening or early morning meetings as required.
MINIMUM QUALIFICATIONS
Requires a Bachelor's degree in Business, Public Administration, Finance, Economic Development,
Marketing or related field; and three to five years of related work experience; or an equivalent
combination of formal training /education and work experience. Must possess valid driver's license.
Experience interacting with local government entities and knowledge of municipal development processes
strongly desired.
