City Council- Regular Session Meeting Date: O 1/22/2013 Subject Temporary Sergeant Appointrrient(E) --UPDATED Action Sought The Council will hlcely be asked to act on a teinporary appoint�nent to the position of Sergeant, depend'mg on the outcome of a meeting of the Police Civil Service Coin��li�ssion scheduled for the afternoon of January 18. Background The Police Civil Service Corrnl�ission vvill meet the a$ernoon ofJanuary 18 to consider a temporary appointrrient to the position of Sergeant under Civil Service rules. Two of the Police Departrrient's seven Sergeants are currently on light duty. In order to provide an appropriate level of supervision and mamtam a smooth work flow of items tl�at require Sergeant approval, tlle Department is faced with either paying significant overtime to one ofthe remaining five Sergeants or temporarily appointing a qualified patrol officer to the position of Sergeant. A temporary appointment must frst be approved by the Civil Service Coirnnission which will take the topic up at their meeting on January 18. Sta$�will provide the results of the Conunission's meeting and a specific recoirnnendation to the Council on the table Tuesday evening. UPDA TE The Police Civil Service Corrunission met on January 18 and voted to recorrnnend to the City Council the temporary appomtment of Officer Gary Kern to the position of Sergeant, beginning January 29, 2012 and conclud'mg February 28, 2012. Such an appointrnent is allowed under Section XIV of the Civil Service Rules which provides for the temporary appointment of the candidate standing first on the eligible register for a period of no more than 30 days. Officer Kern is the top candidate on the eligible register for Sergeant and is willing to accept the temporary appointrrient. For the duration of lvs temporary appointment he would be paid the first step of the Sergeant pay scale that provides for a reasonable increase over his current rate of pay. Civil Service rules specifically prohibit the extension of this temporary employment. Therefore, at the end of the 30-day period, the City may have to consider other staffing alternatives if the situation persists. Budget Impact The cost ofpaying Officer Kern Sergeant wages for the 30-day terriporary appointment is less than the cost of paying overtime to one or more of the five pern�anent Sergeants who are not on light duty. The cost can be accorrnnodated within the Department's adopted budget for 2013.
