Planning Commission
Meeting Minutes—March 5, 2026
1. Call to Order
The meeting was called to order at 7:19 p.m.
2. Roll Call
Present:
Commissioners Robbins, Weiler, Sandu, Reding, Cherus, Vander Veen,
Absent: Forsythe
3. Approval of Agenda
Motion to approve the agenda as presented.
• Motion: Commissioner Weiler
• Second: Commissioner Sandu
• Vote: Approved unanimously
4. Recognition of Interested Citizens
No members of the public came forward to speak on items not on the agenda.
5. General Business
A. Election of Officers
• Chair:
o Nominee: Commissioner Forsythe
o Approved by voice vote (Note: Commissioner Forsythe absent)
• Vice Chair:
o Nominee: Commissioner Robbins
o Approved by voice vote
• Second Vice Chair:
o Nominee: Commissioner Sandu
o Approved by voice vote
Chair duties were assumed by Commissioner Robbins.
B. Public Hearing—Interim Use Permit (IUP)
Project: Temporary Construction Trailer
Location: 1099 Adams Street South (Lions Park— Fire Station No. 2)
Request Summary:
• Placement of a 14' x 70' temporary trailer
• To support fire personnel during station renovation
• Removal planned by November 30, 2026
Key Discussion Points:
• Trailer will provide sleeping quarters, restroom, and meeting space
• Necessary to maintain 24-hour fire response operations
• No neighborhood concerns raised

C. Public Hearing—Zoning Ordinance Amendment
Ordinance: O2026-005
Subject: Amendments to City Code Sections 151.002 and 151.007(K) related to wireless
communication towers in I-1 and I-2 districts
Request Summary:
• Align city code with federal regulations on small cell towers
• Establish height limits:
o 85 ft (public lands)
o 175 ft (I-1 and I-2 districts)
• Allow integration into structures (e.g., transmission towers)
• Change use classification from accessory to conditional use
