1. Call to Order
Chairperson Naren Reding called the meeting to order.
2. Roll Call
Present: Commissioners, Weiler, Sandu, Reding, Vander Veen, and Forsythe.
Absent: Commissioners Robbins and Cherus
3. Approval of Agenda
Motion by Commissioner Forsythe, seconded by Commissioner Weiler, to approve the agenda.
Motion carried.
4. Recognition of Interested Citizens
No one appeared to speak on items not on the agenda.
5. Consent Agenda
Approval of March 2026 Minutes
Motion to approve the March 2026 minutes.
Motion carried with one abstention.
Approval of April 2026 Minutes
Motion to approve the April 2026 minutes.
Motion carried with one abstention.
6. General Business
A. Public Hearing— Conditional Use Permit
Drop Shot Pickleball, 1100 Shakopee Town Square
Chair Reding opened the public hearing.
Staff presented a request from Drop Shot Pickleball LLC for a Conditional Use Permit (CUP) to
allow up to four outdoor pickleball courts and an outdoor patio at 1100 Shakopee Town Square.
Key elements of the proposal included:
• Four outdoor pickleball courts.
• Outdoor patio/deck area adjacent to the existing party room.
• Eight-foot-high enclosed fencing.
• Evergreen landscaping and screening.
• Trail and sidewalk improvements.
• Lighting directed away from residential properties.
Applicant Justin Harri, representing Drop Shot Pickleball, described the project and explained
that the outdoor courts would help balance seasonal demand. He noted the facility would operate
until approximately 10:00 p.m., with lighting directed inward toward the courts.
Several nearby residents spoke in opposition, expressing concerns regarding:
• Noise generated by pickleball activity.
• Lighting impacts.
• Privacy concerns.
• Increased pedestrian traffic.
• Potential future food, beverage, and entertainment activities.
Commission discussion focused on:
• Noise mitigation measures.
• Operating hours.
• Lighting controls.
• Enhanced landscaping.
• Acoustic fencing options.
The applicant indicated willingness to install acoustic noise-reducing fencing materials.
The public hearing was closed.
Motion: Commissioner Forsythe moved to approve Resolution PC2026-011 approving the
Conditional Use Permit for outdoor pickleball courts at 1100 Shakopee Town Square, subject to
staff conditions and requiring acoustic deadening fencing on the north and east sides of the
project. Seconded by Commissioner Weiler.
Motion carried unanimously.
B. Public Hearing — Conditional Use Permit
Exterior Storage— Bin, 1555 Maras Street
Chair Reding opened the public hearing.
Staff presented a request for a CUP allowing exterior storage associated with Biffs at 1555
Maras Street. The request followed previous CUP revocation actions involving another tenant at
the site.
The proposal included:
• Seasonal storage of portable toilets.
• Exterior storage area limited to the designated area identified in the application.
• Conditions prohibiting storage of unlicensed or inoperable vehicles.
• Requirements that repair work occur indoors.
• Continued maintenance of existing landscaping and screening.
Property owner Eugene Hansen spoke in support of the request and described Biffs long-
standing operation and storage needs.
No additional public comments were received. The public hearing was closed.
Motion: Commissioner Forsythe moved to adopt Resolution PC2026-013 approving the
Conditional Use Permit for exterior storage at 1555 Maras Street. Seconded by Commissioner
Weiler.

• Vander Veen—Aye
Motion carried 5-0.
