ALSO PRESENT: None. 3) Pledge of Allegiance 4) Approval of Agenda Council Member Whiting made a motion to approve of agenda, second by Council Member DuLaney and the motion passed. 5 - 0 5) Consent Agenda 5.a) Monthly Financial Review - April 2026 1/4 5.b) Monetary Limits on Tort Liability for League of Minnesota Cities Insurance Trust 5.c) Approve the Special Event and Temporary Liquor Licenses for Rhythm on the Rails 2026 5.d) 2026 Annual Roadway Pavement Markings Project 5.e) Walmart Foundation's Spark Good Local Grants Program Application Et Award 5.f) Approve a Utility Facilities Easement and Pond Maintenance Agreements with KWS Seed 5.g) Award Contract for the Shenandoah Drive and Schenian Street Intersection Improvements 5.h) Accept Xcel Energy's Community Benefit Contribution Donation 5.i) Surplus Property 5.j) Award of Bid on Police Department Boiler Replacement 5.k) Approve a Consumption and Display Permit for Angels LLC. dba Taqueria Don Ramon. 5.l) Approve a Gambling Premises Permit for the Shakopee Rotary 5.m) Approval of the May 5, 2026, City Council Minutes 5.n) Approve a Cooperative Agreement Amendment with Shakopee Public Schools for the Safe Routes to School Infrastructure Improvements 5.o) Approve an Agreement with MnDOT for the Safe Routes to School Infrastructure Grant 5.p) Award low bid contract to Building Restoration for Masonry Restoration at Schroeder House - (pulled for separate consideration) 5.q) Approve the Liquor License Renewals for 2026-2027 5.r) Authorize Submittal of a Railroad Crossing Elimination Grant Application (pulled for separate consideration) 5.$) Scott County Multi-Hazard Mitigation Plan (2026) 5.t) Ordinance O2026-013 amending the Entertainment Overlay Zone to include additional properties. Council Member Whiting made a motion to approve the consent business with the modification of pulling item 5.p and 5.r for separate consideration, 2/4 second by Council Member Contreras and the motion passed. 5 - 0 6) Public Comment 7) Business removed from consent agenda 5.p) Award low bid contract to Building Restoration for Masonry Restoration at Schroeder House Council Member Whiting made a motion to approve contract with Building Restoration Corporation for $126,314 plus $10,000 contingency and an additional $3,500 to Brick Works Supply for Glengery matching replacement bricks, second by Council Member Contreras and the motion passed. 3 - 2 Nays: Mayor Lehman, Council Member DuLaney 5.r) Authorize Submittal of a Railroad Crossing Elimination Grant Application Council Member DuLaney made a motion to approve Resolution R2026- 082, approving an application to the Federal Railroad Administration for the Railroad Crossing Elimination Program and approving a state funded program for IIJA Discretionary Grant Assistance, and accept a proposal from SRF Consulting, Inc. for preparation of the grant application, second by Council Member Lara. Council Member Whiting made a motion to call the question, second by Council Member DuLaney and the motion failed. 2 - 3 Nays: Mayor Lehman, Council Member Contreras, Council Member Lara The main motion failed 2-3. Nays: Mayor Lehman, Council Member Contreras, Council Member Lara 8) General Business 8.a) Fire Department 2025 Year in Review Informational only. 8.b) Donation for Sauna and Scholarship Fund in Honor of Xavier Gillen Council Member Lara made a motion to approve a donation in the amount of $12,500 from the Gillen family, given in honor of Xavier Gillen, to support operations and improvements at the Shakopee Community Center, second by Council Member Contreras and the motion passed. 5 - 0 9) Workshop 9.a) Long-term financial plan 3/4 Informational only. 10) Reports 10.a) City Bill List 10.b) News and Announcements 11) Other Business 12) Adjourn to June 2, 2026, at 7:00 pm Council Member Contreras made a motion to adjourn to June 2, 2026, at 7:00 pm, second by Council Member DuLaney and the motion passed. 5 - 0 4/4
