1) Roll Call
PRESENT:
President Whiting, Commissioner DuLaney, Commissioner Lara, Commissioner
Contreras, and Commissioner Lehman
ABSENT:
None.
ALSO PRESENT:

2) Approval of Agenda
Commissioner Lehman made a motion to approve agenda, second by
Commissioner Contreras and the motion passed. 5 - 0
3) Consent Business
3.a) Approval of EDA Meeting Minutes
Commissioner Lehman made a motion to approve consent business, second by
Commissioner Contreras and the motion passed. 5 - 0
4) General Business

4.a) Change Order for Gensler for additional views and expansion of
Canterbury study area.
Commissioner Contreras made a motion to approve Change Order with
Gensler for $55,000 with the costs split 50/50 with Canterbury
Development, second by Commissioner Lara and the motion passed. 5 -
0
4.b) PUBLIC HEARING: Gravel Pit TIF 22 Soil Deficiency
Commissioner Lara made a motion to open public hearing, second by
Commissioner Contreras and the motion passed. 5 - 0
Commissioner Contreras made a motion to close public hearing,
second by Commissioner DuLaney and the motion passed. 5 - 0
Commissioner Contreras made a motion to approve Resolution No.
E2026-002 rescinding Resolution No. E2024-006 and approving the Tax
Increment Financing (Soil Deficiency) Plan for District No. 22 and the
Modified Redevelopment Plan for the Minnesota River Valley Housing
and Redevelopment Project No. 1, second by Commissioner Lara and
the motion passed. 3 - 2
Nays: Commissioner DuLaney, Commissioner Lehman
4.c) Amendment to Interfund Loan for TIF District No. 22
Commissioner Lara made a motion to approve Resolution No. E2026-
003 authorizing the additional interfund loan and increasing the total
authorization to $600,000, second by Commissioner Contreras and the
motion passed. 4 - 1
