Council Member DuLaney made a motion to approve the consent agenda with
the modification of pulling item 5.d and 5.n for separate consideration,
second by Council Member Contreras and the motion passed. 5 - 0

5.n) Snow Plowing / Ice Control Policy
Council Member Whiting made a motion to approve the City's Snow
Plowing and Ice Control Policy with the modification to Section 14,
under "Landscaping", currently on agenda page 99, and remove the
changes to Section 14, second by Council Member DuLaney and the
motion passed. 5 - 0
8) Public Hearings
8.a) Gravel Pit TIF 22
Council Member Whiting made a motion to open public hearing,
second by Council Member Contreras and the motion passed. 5 - 0
Council Member Whiting made a motion to close public hearing,
second by Council Member Lara and the motion passed. 5 - 0
Council Member Whiting made a motion to approve Resolution R2026-
074 rescinding Resolution No. R2024-17 and approving tax increment
financing plan for tax increment financing (soil deficiency) District No.
22 and modified redevelopment plan for the Minnesota River Valley
Housing and Redevelopment Project No. 1, second by Council Member
Contreras and the motion passed. 3 - 2

8.b) Assessment hearing on delinquent false alarms and mowing services.
Council Member Whiting made a motion to open public hearing for
certifying assessments for delinquent police false alarms and mowing
bills, second by Council Member Contreras and the motion passed. 5 -

Council Member Lara made a motion to close public hearing, second by
Council Member DuLaney and the motion passed. 5 - 0
Council Member DuLaney made a motion to approve Resolution R2026-
063, certifying assessments for delinquent police false alarms and
mowing bills, second by Council Member Lara and the motion passed. 5
