No. 6048 CITY OF SHAKOPEE /s'b. 2,~ Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Terry Stang, Fire Chief Tom Pitschneider, Fire Inspector/Program Co-Coordinator John Fox, Firefighter/Program Co-Coordinator SUBJECT: Acceptance of Donation for Purchase of Automatic External Defibrillator MEETING DATE: April 20, 2004 INTRODUCTION: City Council is asked to accept a donation of $2,500.00 from the St. Francis Foundation for the purchase of an Automatic External Defibrillator (AED) for use within the Shakopee Fire Department. BACKGROUND: The Shakopee Fire Department has partnered with St. Francis Regional Medical Clinic and Allina Medical Transportation to make Shakopee a Heart Safe Community. The Shakopee Heart Safe Program has been developed to place AED's in the hands of community first responders (Shakopee Fire Department and Shakopee Police Department), and into public owned facilities including the Community Center, Aquatic Park, Youth Building, Fire and Police Department buildings, City Hall, Library, Shakopee Public Schools and Scott County facilities located within the City of Shakopee. Phase 1 involves the purchase and placement of 20 AED's in vehicles operated by the Fire and Police Departments. These units will replace outdated technology and will be used to place AED's in additional vehicles. Phase 2 of the program includes placement of 20 AED's in public access facilities. Members of the Shakopee Fire Department, St. Francis Regional Medical Center and Allina Medical Transportation will be visiting with area community groups over the nextfew months to educate them about this important program. Our goal is to place40 AED's with proper training and support valued at $100,000.00. The City donation policy requires a 2/3 vote to accept cash donations over $1,000.00. ACTION REQUESTED: If City Council concurs, it should, my motion adopt Resolution No. 6048, a Resolution of the City of Shakopee, Minnesota, accepting a donation of $2,500.00 for the purchase of an automatic external defibrillator for use within the Shakopee Fire Department. . . RESOLUTION NO. 6048 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, ACCEPTING A DONATION OF $2,500.00 FOR THE PURCHASE OF AN AUTOMATIC EXTERNAL DEFIBRILLATOR FOR USE WITHIN THE SHAKOPEE FIRE DEPARTMENT WHEREAS, on November 6, 2002, the City Council adopted Resolution No. 5794, which established procedure relating to the receipt of gifts and donations by the City; and WHEREAS, Resolution No. 5794 specifies that cash donations valued at more than $1,000.00 shall be accepted by resolution of the City Council, and shall require a two- thirds majority of the Council for acceptance; and WHEREAS, The St. Francis Foundation has donated $2,500.00 to the Shakopee Heart Safe Community Program for the purchase of an Automatic External Defibrillator for the Shakopee Fire Department; and WHEREAS, such donation will improve emergency response to assist those suffering from sudden cardiac arrest. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITYOF SHAKOPEE, MINNESOTA, that the donation of $2,500.00 for the purchase of an Automatic External Defibrillator for use within the Shakopee Fire Department, is gratefully accepted; and FURTHER, that the donation will be used to improve emergency response to those suffering from sudden cardiac arrest. FURTHER, that City Staff is directed to send a letter to the donor, acknowledging receipt of the gift and expressing the appreciation of the City Council.
