, , JS:C.3 "- CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Additional Traffic Control at the Intersection of Old Carriage Court North and Old Carriage Court Road in the Southbridge Commercial District DATE: April 20, 2004 INTRODUCTION: A traffic study has been conducted at the intersection of Old Carriage Court North and Old Carriage Court Road for an all-way stop condition and this study is attached for Council consideration. BACKGROUND: Since the opening of the Southbridge commercial district, which includes Walmart, Sam's Club and other stores, staff has been reviewing the traffic and the accidents associated with the traffic at the intersection of Old Carriage Court North and Old Carriage Court Road. A traffic study has been completed at this intersection and the results show that an all-way stop condition is warranted, due to the amount of traffic volume and accidents associated with this intersection. Staff has completed the traffic study and is attached for Council review. Staff also had this study reviewed by our traffic engineering consultant, Chuck Rickart of WSB & Associates, Inc. and his memo is attached as well. In order to complete the all-way stop condition, staff would recommend stop signs be installed in the median and also stop ahead warning signs in the boulevard to alert traffic in all directions. Per the City Code in Chapter 7, City Council has the authority to install or remove any traffic regulatory signs for traffic control as well as parking control. ALTERNATIVES: 1. Direct staff to install stop signs for an all-way stop condition at the intersection of Old Carriage Court Road and Old Carriage Court North, as recommended by the report and memo from WSB & Associates, Inc. 2. Do not direct staff to install stop signs in this area at this time. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, due to the amount of traffic and accidents that have occurred at this intersection. Staff would also like to point out that over half of the commercial district is still undeveloped and additional buildings are anticipated this year, thus, the traffic would only increase in the future. ACTION REQUESTED: Approve a motion to accept the traffic study for the intersection of Old Carriage Court North and Old Carriage Court Road and authorize staff to install the necessary traffic control signs for an all-way stop condition for this intersection, as recommended in the study and memo from WSB & Associates, Inc. ~weY "r/" .. Date: April 13, 2004 Re: Old Carriage Road at Old Carriage Court Traffic Review WSB Project No. 1281-20 As you have requested, I have reviewed the traffic data collected at the Old Carriage Road and Old Carriage Court intersection for potential traffic control changes. Based on my review, I offer the following comments. 1. Crash data was collected at the intersection of Old Carriage Court and Old Carriage Road from July-October 2003. Ten accidents occurred in that time frame. All ofthese accidents occurred between 12 noon and 7:00 p.m. in the evening. The majority of these crashes were right angle crashes, with the side street (Old Carriage Road) pulling out in front of traffic on Old Carriage Court. 2. Traffic volumes were collected at the intersection on March 1-3,2004. The traffic volumes indicate that there are approximately 3,800 vehicle per day on Old Carriage Court North and 2,800 vehicles per day on Old Carriage Road. 3. The existing speed limit on Old Carriage Court is posted at 30 mph. The predominant speed of vehicles on the roadway is between 25-35 mph. Based on the data collected by City staff, an All-Way Stop Warrant Analysis was completed using the guidelines outlined in the Minnesota Manual on Uniform Traffic Control Devices (MNMUTCD). The results ofthat analysis conclude that this intersection will meet the requirements for all-way stop sign control based on its crash experience. In addition, the intersection meets six of eight hours for the traffic volume warrant. Based on the results of this analysis, an all-way stop sign control should be installed at this intersection. Each of these stop signs should 36 inches x 36 inches. All-way stop panels should be installed on each sign. In addition, "Stop Ahead" signs should be installed on all approaches. Following the installation of the all-way stop sign control, a "Traffic Control Change Ahead" sign should be installed on the Old Carriage Court approaches, along with placing flags on the "Stop Signs" and the "Stop Ahead" signs. A stop sign is warranted ifthree ofthe following five conditions exist: (Conditions are from the Shakopee Signing Manual, October 26, 1998) 1.) If the major street traffic volume is more than 1500 vehicles per day and the minor street traffic volume is greater than 750 vehicles per day. The major street, Old Carriage Ct N does meet the requirement for traffic volume with an average daily count of 3800 vehicles. The minor street, Old Carriage Rd, has an average daily count of 2800 vehicles. This intersection does meet the requirement. 2.) There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous years of a type correctable with stop sign installation. The intersection of Old Carriage Ct N and Old Carriage Rd had ten (10) reported accidents in 2003. The intersection does meet the requirement. 3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the A.M. and P.M. peak traffic hours. The intersection of Old Carriage Ct N and Old Carriage Rd does not meet the requirement. However, future development may increase pedestrian traffic. 4.) If the safe stopping distance on the uncontrolled approach is restricted by less than 300 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions. Sight distance is not an issue at this intersection. 5.) If the 85th percentile speed in the intersection is greater than 35mph and highest reported speed with two or more observations greater than 45mph. The speed at this intersection was found to have an 85th percentile speed of 40 mph with 14 recorded speeds of 45 mph or greater. The intersection does meet the requirement. .
