INTRODUCTION:
Attached is Resolution No.6046, which accepts the bids and awards the bid for the River
District Reconstruction, Project No. 2003-1. Also included is an extension agreement
with Bonestroo, Rosene, Anderlik & Associates, Inc. to provide engineering services on
the construction phase associated with this project.
BACKGROUND:
On March 1, 2004, City Council adopted Resolution No. 6020, which approved the plans
and specifications and authorized staff to advertise for bids for Project No. 2003-1 for the
River District sewer line improvements, Phase I, from the Lewis Street bridge to the
Metropolitan Council Environmental Services lift station, L-16. Bonestroo, Rosene,
Anderlik and Associates, Inc. is the consulting firm that completed the design and on
April 15, 2004 a bid opening was held on this project. A total of five bids were opened
for this improvement project. The bids are summarized in the attached resolution. From
the bid opening, the low bidder is Barbarossa & Sons, Inc. with a bid of $1,395,829.80.
The Engineer's estimate for this project is $1,540,000.00 and the low bid received is
under the estimate.
The design engineer's recommendation is to award the contract on the base bid and not
accept the Alternate No.1 substitution of Flowtite Pipe. Attached to this memo is the
recommendation from Bonestroo, Rosene, Anderlik & Assoc.
This project has been on the schedule for many years, to replace the River District sewer
line, which has many defects in the line allowing substantial amounts of river infiltration
into the system, which is then paid for by the City with its treatments at the Metropolitan
Council treatment system.
In addition to awarding this contract, City staff would need to authorize consultant
engineering services to provide surveying and construction administration services
necessary for this project. Attached to this memo is an extension agreement with
Bonestroo, Rosene, Anderlik & Associates for construction, surveying and engineering
services. If Council awards the contract, staff is also requesting a contingency amount
equal to 5% of the contract to cover minor change orders and quantity adjustments that
may occur on the project.
ALTERNATIVES:
1. Accept the low bid of$1,395,829.80 and adopt Resolution No. 6046.
2. Reject the low bid and award the bid to another bidder.
3. Reject all bids and rebid.
4. Authorize the appropriate City officials to execute an extension agreement with
Bonestroo, Rosene, Anderlik & Associates, Inc. for consultant services on this
project.
5. Approve a 5% contingency amount on this project for use by the City Engineer in
authorizing change orders or quantity adjustments on this project.
6. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, 4 and 5 for this project to commence.
ACTION REQUESTED:
1. Acceptthe low bid of$I,395,829.80 and adopt Resolution No. 6046.

WHEREAS, pursuant to an advertisement for bids for the River District Trunk Sewer
Reconstruction, from Adams Street to 900 feet east of L-16, Project No. 2003-1, bids were
received, opened on April 15, 2004, and tabulated according to law, and the following bids were
received complying with the advertisement:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA:
1. The appropriate City officials are hereby authorized and directed to enter into a
contract with Barbarossa & Sons, Inc. in the name of the City of Shakopee for the River District
Trunk Sewer Reconstruction Project according to the plans and specifications therefore approved
by the City Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders
the deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.

Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section C-2, this
extension agreement is written to provide construction administration/engineering on an as needed basis
and construction surveying services for the above-referenced project. We are proposing to complete the
work as detailed on the attached scope of services, Exhibit A,
Construction surveying services will be completed on a cost-reimbursable basis as necessary in
accordance with our attached cunent fee schedule. The total cost for these surveying services in
estimated to be in the $28,000 to $34,000 range. Please note these costs are for surveying services only,
time spent on record drawings will be completed on a cost-reimbursable basis as necessary in accordance
with our attached current fee schedule. The City of Shakopee agrees to reimburse Bonestroo &
Associates for these services in accordance with Section IV of the Agreement for Professional Services.
If this agreement meets with you approval, please sign below and return on copy to our office.

SCOPE OF SERVICES
. Construction Administration/Engineering - This task includes con'espondence with the
City of Shakopee on an as needed basis to provide teclmical direction on aspects of the
project. Other responsibilities will include the review of payment vouchers and
interpretation of design as needed during constructioll. This work will be completed on a
cost-reimbursable basis at the rates in the attached rate schedule.
. Construction Staking - Bonestroo & Associates will provide a full time survey crew to do
all construction staking for this pr~ject including sanitary sewer, sewer services, stonn sewer,
and trails, Our crews will coordinate with the on site City inspector to insure that
construction staking operations are conducted in a timely and efficient manner. Staking will
be performed as detailed in the Project Management and Coordination section of the Project
Manual.
. Record Drawings - Upon completion of the project, Bonestroo & Associates will prepare
the final record drawings, based on the field information provided by the City's inspector.
Prior to submitting Mylar's and electronic files, photocopies of the drawings will be
submitted to the City for review and approval. This work will be completed 011 a cost-
reimbursable basis at the rates in the attached rate schedule.

Recommendation of Contract A ward
Dear Bruce:
Bids were ope'iled for the above referenced project on Thursday, April 15, 2004 at 10:00 A.M. There
were a total of five (5) bids., The low bidder on the project was Barbarossa & Sons with a Base Bid of
$1,395,829.80. The base bid was for furnishing and installingHobas pipe. Barbarossa offered a deduct
of $4,584.50 under Alternate ~o. 1 for Flowtite pipe.
Hobas pipe has provided over three and a half million feet of pipe in the United States. The City of
Chaska installed Hobas pipe for a very similar project (high groundwater and infiltration) approximately
five years ago. Chaska has been very happy with the Hobas pipe and its ability to exclude infiltration.
Flpwtite pipe has been manufactured internationally for several years. Their United States plant has only
been in operation a short time, though. Flowtite still has not completed the ASTM D3262 strain corrosion
testing for pipe manufactured in the United States.
Based on Hobas pipe's long track record in the United States and compared to Flowtite's recent entry into
the market, Bonestroo's opinion is the Hobas pipe represents the best value forthe City of Shakopee. We
therefore recommend award of the West River Interceptor Replacement and Improvements Project to
Barbarossa and Sons on the basis of the base bid (Hobas Pipe) in the amount of $1,395,829.80.
