I f CITY OF SHAKO PEE Memorandum TO: Mayor & City Council" Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Architectural Services for the Proposed City of Shako pee Public Works Building DATE: April 20, 2004 INTRODUCTION: Attached is a proposal from Jeff Oertel, of Oertel Architects, on architectural services for the design and construction services for a new Public Works building located on the Shakopee Public Utilities site, along with modest improvements to the existing building. Staff is requesting that Council consider this proposal to move forward with the building improvement project or schedule a work session to discuss this project further. BACKGROUND: On January 20, 2004, a public hearing was held on the issuance of a $6 million general obligation bonds for the construction of a new public works facility. In 2003, the State Legislature passed a law allowing the Cities to issue general obligation bonds which was supported by the tax levy for certain types of facilities. A public hearing is one of the requirements that is needed for a facility to be funded by these bonds. No objections have been received by the City for the potential use of the general obligation bonds for the funding of a new Public Works building. Attached to this memorandum are the following for Council consideration: . Proposal for architectural services for the City of Shakopee's Public Works building from Oertel Architects. . City of Shakopee's Public Works expansion proposed schedule for Oertel Architects. . Drawing showing initial expansion of Public Works building. . Drawing showing the proposed building in relation to the existing building utilizing SPUC's site. . Drawing showing the proposed new building with the existing building and in relation to the Police building and potential future City Hall as a City campus. . Memo from Oertel Architects on the Public Works expansion project, cost estimate. . Memo from Oertel Architects on related Public Works projects. The next step in the process, if Council agrees on the project, is to authorize architectural services for the development of final design plans for bidding for construction of this project. In the proposal from Oertel Architects, a cost not-to-exceed $400,000.00 for their services is included in the proposal for the new building and improvements to the existing building in which the cost is approximately $4.6 million dollars. There are some additional costs, that are beyond their services, but are listed as reimbursable items and expected to be approximately $30,000.00. In their memo for a proposed schedule with this project design, they would develop the necessary details for a design development package to be completed by July 30, 2004. They could then establish a firm project cost and budget by August, 2, 2004, which could be utilized for bonding of the project. Finance Director, Gregg V ox land, said that he would like to bond for this project as soon as possible as the interest rates are favorable for the City. In review of the proposal and the project, staff has the following items for Council consideration: . The new building allows the Public Works Department to have a building which will have state ofthe art technology for public works maintenance facilities. . The existing building will be, utilized for vehicle storage, sign shop, carpenter shop and other storage needs by the Public Works Department. . Thenew building should last the City fora period of 10-15 years and will be designed to accommodate future expansion both in the office, vehicle storage and fleet maintenance areas. It is estimated, if this project were to proceed as proposed, that the City would be bidding the project this coming winter and the project would start in the Spring of 2005. The Public Works Department would move in early 2006. There have been some questions raised by Mayor Schmitt with the proposal to build the Public Works building and have a City building campus in this area. One of the questions is whether this design can accommodate a 50 year design for the City's growth. Staff has reviewed this question and it is possible to have most of the needs of the Public Works met on the 12.7 acre site. Jeff Oertel, of Oertel Architects, has supplied additional information in regard to this site and to the population level he believes this site can support based on his experience of doing public works buildings in Minnetonka, Woodbury and other larger Cities. The other question is whether the City Hall campus site is large enough to accommodate a 50 year life span. Staff is checking with the architect for the Police station, who also did preliminary design for a City Hall in this area, and what their analysis was for a future City Hall. One of the concerns raised is whether the City Hall site would be large enough to accommodate all the needs of the City in the future or would some of the offices need to be placed on the Public Works building site. Staff has included a proposal for architectural services in moving forward on a new Public Work building on the Shakopee Public Utilities site, with some modest improvements to the existing building. The other option for Council is to delay considering this proposal and have further discussion on the overall City campus site for the foreseeable future before proceeding ahead with a design of the Public Works building. ALTERNATIVES: 1. Authorize the appropriate City officials to execute an agreement with Oertel Architects, as per their proposal dated March 18, 2004. 2. Do not authorize the proposal for architectural services at this time, however, to conduct a work session to discuss the Public Works building project with the overall City campus. 3. Table for additional information. RECOMMENDATION: Staff is bringing the proposal to Council to move forward with the Public Works building project and to provide services to the new building on the Shakopee Public Utilities site. Staffwould recommend proceeding with this project. However, if Council needs further information on the overall campus and where all the future City offices would be, a work session on the proposed Public Works building would be useful prior to moving ahead on the designofthe Public Works building. BACKGROUND In March, City Council authorized staff to issue request for proposals (RFPs) for architectural services for a park building at the soccer/athletic complex. We issued RFPs to seven firms that have experience in park building design, and we received four proposals. The RFP specified that the successful firm should work with the City to: . Works with staff to prepare three preliminary design concepts and cost estimates based on needs that have been identified by the City and user groups. . Present the concept plans to user groups and adjacent residents. . Incorporate this feedback into a final design, whichwould be presented to the Parks and Recreation Advisory Board and CityCounciLfor approval. . Prepare and present final construction drawings, project manuals, and bid specifications, and issue bid documents. . Observe and inspect construction work. The site is located adjacent to Sun Path Elementary and Shakopee Area Catholic Education Center. Shakopee Public Utilities Commission will be constructing three buildings in the vincinity DISCUSSION We received the following proposals: Firm To Not Exceed Project Amount BKV Group $31,350 Ortel Architects $36,195 Hagen, Christensen & Mcilwain $36,660 Phil Rader Architect $56,600 BKV was the City's architect for the Police and Library Buildings, and is currently providing architectural services for Public Utilities' design of their well buildings. This existing relationship with Public Utilities would likely offer some benefits to the City in that BKV is familiar with the project and has completed the conceptual design stage for Public Utilities' buildings. However, although our building should share similar materials and design, I believe we should incorporate some design elements that differentiate the building from Public Utilities' buildings. BKV has indicated that they can provide this type of design. PROJECT BUDGET The 2004 CIP includes $350,000 for this project, which is based on other similar park buildings constructed in Eden Prairie, Shorewood, and Shoreview. The building would be built using commercial and vandal-resistant designs.
