1. Roll Call
Present: President Jody Brennan, Commissioners Bill Mars, Matt Lehman, Jay Whiting,
Angelica Contreras
Staff Present: Administrator Bill Reynolds, Assistant City Administrator Chelsea Petersen,
City Attorney Jim Thomson, Finance Director Nate Reinhardt, City Engineer/Public
Works Director Steve Lillehaug, Planning/Development Director Michael Kerski, Police
Chief Jeff Tate
2. Approval of Agenda
Commissioner Angelica Contreras made a motion to approve the amended agenda,
seconded by Commissioner Jay Whiting and the motion passed.

Reynolds stated that the resolution number for item 3.B. should be E2022-009 not E2022-
010.
3. Consent Business
Commissioner Jay Whiting made a motion to approve the amended consent agenda,
seconded by Commissioner Matt Lehman and the motion passed.

3.A. EDA Minutes
Approve the minutes from September 6, 2022. (Motion was carried under consent
agenda.)
3.B. Set a Public Hearing for TIF Spending Plan
Resolution E2022-009 setting a Public Hearing for modifications to the TIF Spending
Plan. (Motion was carried under consent agenda.)
4. General Business
4.A. Resolution approving the Sale of Certain Properties for Amphitheater

Commissioner Jay Whiting made a motion to open the public hearing, seconded by
Commissioner Angelica Contreras and the motion passed.

Commissioner Jay Whiting made a motion to close the public hearing, seconded by
Commissioner Angelica Contreras and the motion passed.

Commissioner Angelica Contreras made a motion to approve Resolution E2022-010,
Approving Execution of a Purchase Agreement with Bloomington Investments, LLC
and its Assigns, seconded by Commissioner Jay Whiting and the motion passed.

4.B. New lease for Haven in RCC
Commissioner William Mars made a motion to grant the creation of a new lease in the
name of Crescendo Chemical Health LLC BDA as The Haven for a period of five
years and that there be a clause that both parties must mutually agree to an extension
beyond five years, seconded by Commissioner Angelica Contreras and the
motion passed.
