Project No. 2004-3

INTRODUCTION:
As per Resolution No. 6025, a resolution receiving a report and calling for a public
hearing on the Valley View Road Improvements, Project No. 2()04-3, a public hearing is
scheduled for April 20, 2004. This agenda item is to conduct the public hearing for the
proposed improvement to Valley View Road, from Greenfield Addition East Plat Line to
County Road 83.
BACKGROUND:
On December 16, 2003, City Council ordered the preparation of a feasibility report for
construction of Valley View Road, from Greenfield Addition East Plat Line to County
Road 83. The report was completed and accepted by City Council on March 16,2004.
With the Valley View Road feasibility report, staff is proposing to continue to construct a
44-foot wide urban roadway similar to previous Valley View Road Projects. The local
street equivalent will be assessed to benefiting property owners and the City paying for
oversizing of Valley View Road, as this roadway is a City collector. Also included in the
project is to construct a right turn lane and bypass lane on c.R. 83 for safety and to meet
County requirements. Scott County may be able to participate in this cost as a safety
improvement proj ect.
It is also being proposed to not construct the bituminous trail or concrete sidewalk where
there is insufficient right-of-way. The City has approved Park Meadows to the east of
Greenfield and a bituminous trail would be included as there is sufficient right-of-way
along Park Meadows. Other segments of the trail and concrete sidewalk would be
constructed upon development of these properties.
Funding of the project is a combination of assessments, SPUC oversizing and City costs
as follows:

ALTERNATIVES:
1. Adopt Resolution No. 6039, a resolution ordering the improvement and the
preparation of plans and specifications for the Valley View Road Improvement,
Project No. 2004-3.
2. Deny Resolution No. 6039. This action will halt the project until such time as the
City Council reconsiders the resolution.
3. Table Resolution No. 6039, to allow time for staff to prepare additional
information and/or revise the feasibility report as directed by City Council.
4. Modify Resolution No. 6039, to reduce the scope of the project area, as
determined by City Council.
5. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. for design services in an amount not-to-exceed
$65,500.00.
6. Do not authorize an extension agreement with WSB & Associates, Inc.
RECOMMENDATION:
If Council desires to proceed with this project, at this time, then Resolution No. 6039
needs to be adopted, a resolution ordering the improvement and the preparation of plans
and specifications. If City Council does not wish to pursue this project, then the
appropriate action would be to move the approval of Resolution No. 6039 and vote
against the motion. If City Council wants more information on the project and/or to
amend the feasibility report, then Alternative No.3 is recommended.
ACTION REQUESTED:
1. Offer Resolution No. 6039, A Resolution Ordering an Improvement and
Preparation of Plans and Specifications for the Valley View Road Improvements,
from Greenfield Addition East Plat Line to County Road 83, Project No. 2004-3,
and move its adoption.
2. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. for design services in an amount not-to-exceed
$65,500.00. ~~

Ordering An Improvement And Preparation Of
Plans And Specifications For
Valley View Road, From the East Plat Line
Of Greenfield Addition to County Road 83
Project No. 2004-3
WHEREAS, Resolution No. 6025 adopted on March 16, 2004, fixed a date for Council
hearing on the proposed improvement of Valley View Road, from the East Plat Line of Greenfield
Addition to County Road 83 by street reconstruction and all appurtenant work; and
WHEREAS, ten days published notice of the hearing through two weekly publications of
the required notice was given and the hearing was held on the 20th day of April, 2004, at which all
persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. That the improvement is necessary, cost effective and feasible and is ordered as
hereinafter described:
Valley View Road, from the East Plat Line of Greenfield Addition to County Road 83 by
street reconstruction and all appurtenant work.
2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this
improvement. He shall prepare plans and specifications for the making of such improvements.
3. The work of this project is hereby designated as part of the 2004-3 Public Improvement
Program.
4. The City Council shall let the contract for all or part ofthe improvements as authorized
by Minnesota Statutes 429.041, no later than three years from the date of adoption of this
resolution.

Section I-C-2 (Major Projects), this extension agreement is written to provide you with an
estimate. of cost for engineering services for the above-referenced project. We are
~ proposing to complete the work as detailed on the attached scope of services, Exhibit A.
The work proposed to be completed by WSB includes engineering design for roadway
plans, storm sewer plans, sanitary sewer plans, and watennain plans. The services for
right.of-way acquisition are included in this estimate. It is assumed that this will involve
:', only one parcel. If there are additional parcels then the cost may increase slightly. It is
,. understood that a topographic survey was done in preparation of the feasibility report. Any
additional survey work required for the design of this project is not included in this
estimate and would be completed on a cost-reimbursable basis as necessary in accordance
with our attached current fee schedule.

WORK PLAN
. Proiect Mana2ement - This task includes planning and coordination of all work tasks,
establishment and monitoring of budgets, and correspondence with the City of Shakopee on a
periodic basis. The project manager will provide technical direction on all aspects of the
project, review all work products, and prepare monthly progress reports. The project
manager will serve a primary role in the many design considerations.
. Data Collection - Available data will be collected from the City, Scott County, Mn/DOT,
private utility companies, and adjacent developers as necessary, to prepare the construction
documents.
. Soils Report - Soils information will be used from the Feasibility Report. Any additional
soil borings that are required for design purposes will be acquired as approved by the City.
The cost of the additional soil borings including the report would be paid by the City of
Shakopee.
. Additional Survey Work - It is understood that a topographic survey was done in
preparation of the feasibility report. Any additional survey work required for the design of
this project is not included in this estimate. Any additional survey work will be done on a
cost-reimbursable basis as necessary in accordance with our attached current fee schedule.
. Final Desi~ - This phase will include the development of bidding documents as necessary
to facilitate construction, as well as receive the necessary agency approvals. Preparation of
these documents includes, but is not limited to, the follOWing tasks.
- Existing utilities and removal plans
- Typical sections and pavement details
- General details and construction notes
- Erosion controIllandscaping
- Construction staging and traffic control
- Roadway plans
- Storm sewer plans
- Sanitary sewer plans
- Watennain plans
- Street cross sections
- Specification
- WSB will utilize the standard City of Shakopee specification and details.
Project-specific items will be addressed in a special provision section, as
well as a supplementary general condition section.

. Permits - All necessary permits will be acquired as a part of the construction plan
preparation. The cost of the permits would be paid by the City of Shakopee.
. Proiect Biddin2 - Upon approval of the bidding documents by the City, WSB will distribute
the necessary number of plan sets to the City for distribution. WSB will bill the City for the
expenses of the plan printing. If requested, WSB will sell the plan sets to prospective bidders
and will not refund that deposit to the unsuccessful bidders. In this case, the City would not
be billed for the plan printing.
. Construction Stakin2 - This will be addressed at the time the project is awarded.
. Construction Mana2ementJObservation - This will be addressed at the time the project is
awarded.
. Record Drawine:s - These will be completed on a cost-reimbursable basis upon completion
of the project.
