CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Strategic Planning Interviews DATE: April 22, 2004 INTRODUCTION: At a special meeting on Monday, April 26th, the Council will be asked to hear proposals from two facilitators for the strategic planning process, and give staff direction as to a choice between these two, or seek other input. BACKGROUND: At its meeting of February 1 ih, the Council directed that solicitations be made to obtain facilitators for the strategic planning process that is anticipated to establish a vision and action plan for the next 30 years in Shakopee. Invitations to respond were sent to six known providers of these services. As of the deadline for submittal on April 15th, two responses were received with formal proposals; a third expressed interest, but was unable to meet the timeline. The respondents are: Neu & Company - Lakewood, Colorado Carroll, Franck & Associates - St. Paul, Minnesota It is the recommendation of staff that each respondent be given 20 minutes to review their proposal, and describe their firms. There would then be provided 20 minutes for questions and answers from the City Council. Attached are the proposals from the two, and also a copy of the RFP itself to which they were responding. BUDGET IMPACT: Note that the 2004 budget has allocated $50,000 for strategic planning initiatives for 2004. As this is anticipated to be a two-year process, the amounts quoted in the proposals will be billed over a two-year time frame. OPTIONS: The Council can decide on one of the following options: 1. Not proceed with the strategic planning process. 2. Choose between Carroll, Franck & Associates or Neu & Company. 3. Direct staff to seek other proposals. ACTION REQUIRED: The Council is asked to choose from amongst the three alternatives listed above, and give direction to staff. . Note that the answers to some of these may be covered in the RFP's, or addressed in the verbal presentations: 1. How would you determine whether the City has assembled a broad enough representation ofthe community to make the strategic planning process valid? a. If it appeared to you that the representation was not broad enough, how would you suggest the situation be remedied? 2. What do you consider to be a reasonable length of time to complete the process outlined in the City's Request for Proposal? 3. Shakopee is a city undergoing rapid expansion. With that in mind, how frequently do you think that the city should review the results of the proposed strategic planning process to keep it timely and updated? 4. Tell us about the most successful strategic planning process that you or your firm facilitated; a. What one or two factors were most important to the success of the process? '\ b.
