Call to Order The meeting was called to order at 7:13 PM by Chair Kent Robbins. 2. Roll Call Present: Commissioners Robbins, Weiler, Sandu, Reding, Cherus, Vander Veen Absent: Forsythe 3. Approval of Agenda Motion: Approve the agenda as presented Moved by: Commissioner Reding Seconded by: Commissioner Weiler Vote: Motion carried unanimously 4. Public Comment (Items Not on Agenda) No public comments were received. 5. General Business 5A. Public Hearing—Annexation, Comprehensive Plan Amendment, MUSA Expansion, and Zoning • Request includes: o Annexation of approximately 16 acres o Comprehensive Plan amendment(MUSA expansion) o Zoning to Agricultural Preservation (AG) • Location: West of Zumbro Avenue and south of Highview Park • Purpose: o Incorporate right-of-way for Zumbro Avenue into City jurisdiction o Align with ongoing development (Greenview and Highview subdivisions) • Consistent with orderly annexation agreement with Jackson Township • Township receives 7 years of tax revenue per agreement Public Hearing Opened Motion carried unanimously Public Testimony: • Jim Bower(property owner representative) spoke in opposition, requesting deferral of annexation due to lack of near-term development potential Public Hearing Closed Motion carried unanimously Actions: 1. Annexation Motion: Recommend approval of Resolution R2026-060 Vote (Roll Call): All commissioners voted Aye Result: Motion carried 2. Comprehensive Plan Amendment(MUSA Expansion) Motion: Recommend approval of Resolution R2026-061 Vote (Roll Call): All commissioners voted Aye Result: Motion carried 3. Zoning (Agricultural Preservation) Motion: Recommend approval of Ordinance O2026-009 Vote (Roll Call): All commissioners voted Aye Result: Motion carried 5B. Public Hearing— Preliminary & Final Plat Dean Lakes 11th Addition • Applicant: Alliant Engineering • Owner: IDP Dean Lakes B1 LLC • Site: 26.13 acres • Zoning: Business Park • Proposal: o Subdivide one parcel into two lots o Lot 1: 226,000 sq. ft. building (- 15.24 acres) o Lot 2: 136,000 sq. ft. building (-40.9 acres) o Shared truck court and infrastructure agreements • Purpose: o Allow separate sale of existing buildings Public Hearing Opened Motion carried unanimously No public testimony received Public Hearing Closed Motion carried unanimously Motion: Recommend approval of Resolution R2026-058 Vote (Roll Call): All commissioners voted Aye Result: Motion carried 6.
