Motion Type: Simple Majority Background: Curt Hoeppner of Canterbury Park Entertainment LLC and Canterbury Development LLC (property owners), has requested to allow for additional permanent exterior signage at Canterbury Park at 1100 Canterbury Road S (275400010) and 600 Canterbury Road S (PID 274060020). The properties are located in the Major Recreation (MR) zoning district, Planned Unit Development #8 Mystic Lake Amphitheater, and the Entertainment Overlay District. These sign are designed to assist patrons with accessing the Canterbury Park facility in a safe and direct manner. City, County, and SPU staff had the opportunity to review this request and conditions of approval have been incorporated into the draft resolution, should this application be approved. The Planning Commission may grant approval of this request when it finds the request meets the intent of the Entertainment Overlay District. Staff believes the request is reasonable to support vehicle and pedestrian circulation in an area with multiple entertainment venues; provided the conditions listed in the draft resolution are adhered to. O2024-004 - Entertainment Overlay Zone 14 RESOLUTION PC2026-012 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, APPROVING ADDITIONAL SIGNAGE FOR CANTERBURY PARK WHEREAS, Chris Hoeppner of Canterbury Park on behalf of Canterbury Entertainment LLC and Canterbury Development LLC (property owners), has applied for additional permanent signage for the Canterbury Park campus 600 Canterbury Road S and 1100 Canterbury Road S; and WHEREAS, the properties are legally described as: PID 275400010 and 274060020; and WHEREAS, notices were duly sent and posted, and a public hearing was held before the Planning Commission on May 7, 2026, at which time all persons present were given an opportunity to be heard; and WHEREAS, the Shakopee City Council approved Ordinance O2024-004, creating an Entertainment Overlay Zone; and WHEREAS, the proposed signage is in keeping with the intent of that Ordinance; and NOW, THEREFORE BE IT ORDAINED, that the Planning Commission of the City of Shakopee, hereby approve additional permanent signage as proposed for the Canterbury Park campus, subject to the following conditions: 1. Canterbury is subject to a PUD over its parcels and has provided a number of amendments to the original PUD as it improves the property into a first-class entertainment destination with elements of live, work, play and stay. As staff, planning commission and the City of Shakopee are aware a significant step in our development is the opening of the Mystic Lake Music Amphitheater which is on schedule to open in early summer 2026. A great number of improvements on our campus are being made to ready the Canterbury campus. This application is a formal request to install a marquee sign at the intersection of the Canterbury Road and Unbridled Ave. And '2' other branding signs that are on our property. Building signage on the grandstand is also provided for consideration. A location map is provided as attached for your reference. Marquee Sign The sign is situated on Canterbury owned property on the southwest corner of a signalized intersection of Canterbury Road (County Rd. 83) and Unbridled Ave. That intersection is one of the major entry points for our guest's arrival for events, casino and horseracing. The sign is 231 inches (19.25 ft) in width and 403 inches (33.58 ft) in height. Canterbury owns the parcel where the sign is located and that parcel also has a regional stormwater pond that consumes most of the parcel. The area is located outside of the right of way and in an optimal sight line for vehicles. A site plan is provided for the sign that provides additional detail including and some parcel locations and a sight triangle analysis by ISG Engineering. Canterbury would understand that care and restoration of the 1100 Canterbury Road Shakopee, MN 55379 I (952)445-7223 17 CANTERBURY PARK vegetation and erosion control measures would be needed as part of the project that disturbed the slope into the stormwater pond. A Daktronics (or similar) Electronics Messaging Board is planned for both sides of the sign that will be visible for traffic arrival from the south and the north side of Canterbury Road. Canterbury installed a similar sign at the intersection of Canterbury Road and 12th Avenue that was approved by the commission and council in 2024. The sign is anticipated to be powered by way of a transformer/conduits available in the area. Conduits and a handhole were installed at the time of Unbridled Ave construction in anticipation of a power need in that intersection. Detailed specifications of the sign, and the skirt base including materials and colors proposed are provided as attached. A cultured stone is specified as a base material. Internal - Directional Wayfinding Monument Signs '2' In addition to the marquee sign we also submitted specs and location for interior wayfinding signage for our guests. The signs are situated well into our property and are some distance away from public road visibility. Applicant is providing location and specific distance from road network for city staff to ascertain whether a PUD review here is warranted. Building Sign —'Canterbury Park' Finally, Canterbury proposes a Face -Lit sign on two sides of the main grandstand building. This enhancement will improve visibility for our guests from a number of vantage points. Details of the sign are provided in the attached specifications. The signs are situated in the parapet cap of the grand stand. The face lit letters will illuminate at night. The parapet cap will be improved with a matching fresh coat of paint as part of the project to enhance the aesthetic and new branding signage. We recommend a setback from the right-of-way be provided to allow for the ability to maintain the existing utilities in the joint trench on the west side of CH 83 or install utilities along CH 83. • Any work within the County right of way, shall require a permit from Scott County. That 151.196 Sign Design Standards Table, is amended to allow neon, blade, digital and large video (with movement) signs, subject to the following: • Large scale video and/or digital signs must be reviewed by the Planning Commission and approved by the City Council • Blade, digital and neon signs that are larger in square footage than allowed by the current code must be reviewed and approved by the Planning Commission • Blade, digital and neon size that conform to the sign code in size may be approved by staff. Motion Type: Simple Majority Background: The City Council approved O2024-004 creating the Entertainment Overlay Zone for the Mystic Lake Amphitheater and area to the south. The overlay zone allows for flexibility in signage and hours of operation. Staff is proposing to expand the zone to include properties adjacent to the existing zone boundary to the west and north associated with the Canterbury Park horse racing and gambling campus. Similar zones like this have been created in areas like Nashville that have a predominant entertainment area, similar to the Mystic Lake Amphitheater and Canterbury park campus. Recommendation: Approved suggested action. Budget Impact: None Attachments: Ordinance O2026-013 Entertainment Overlay Zone Expansion Entertainment Overlay Zone Expansion Map Ordinance O2024-004 - Entertainment Overlay Zone 31 ORDINANCE O2026-013 AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA AMENDING THE ENTERTAINMENT OVERLAY ZONE TO INCLUDE ADDITIONAL PROPERTIES WHEREAS, the City of Shakopee created the Entertainment Overlay Zone with Ordinance O2024-004 on February 24, 2024, to enhance the entertainment zone and create an active area for pedestrians around the Mystic Lake Amphitheater; and WHEREAS, the original district includes parcels legally described as PID 270810130, 271320010, 275270010, 275270040, 275270050, and 275270060; and WHEREAS, as the development of the area surrounding the Canterbury Park horse racing and gaming complex and the Mystic Lake Amphitheater continues, being part of the Entertainment Overlay District will provide additional opportunities related to outdoor dining, noise regulations, and signage to further a positive experience for patrons; and WHEREAS, the city is proposing to expand the entertainment overlay zone to include additional adjacent properties in the Major Recreation (MR) zoning district described as PID 275400010, 275400020, 275400030, 274760040, 275270030, 274060012, and 274060020; and WHEREAS, notices were duly sent and posted, and a public hearing was held before the Planning Commission on May 7, 2026, at which time all persons present were given an opportunity to be heard; and WHEREAS, the City Council heard the matter at its meeting on May 19, 2026; and NOW, THEREFORE BE IT ORDAINED, that the City Council of the City of Shakopee, Minnesota hereby adopts the following: PID 275400010, 275400020, 275400030, 274760040, 275270030, 274060012 and 274060020 shall be included in the Entertainment Overlay Zone. A 5 E vw E 2',U d y COD o Proposed Expansion ORDINANCE O2024-004 AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA, APPROVING AN ENTERTAINMENT OVERLAY ZONE WHEREAS, the City of Shakopee seeks to create a vibrant entertainment zone around the amphitheater and create an active area for pedestrians; and WHEREAS, the property is legally described as PD 270810130, 271320010, 275270010, 275270040, 275270050, 275270060, WHEREAS, notices were duly sent and posted, and a public hearing was held before the Planning Commission on February 8, 2024, at which time all persons present were given an opportunity to be heard; and WHEREAS, the Planning Commission has recommended to the City Council that the Entertainment Overlay Zone be adopted as conditioned in this Ordinance; and WHEREAS, the City Council heard the matter at its meeting on March 6, 2024; and NOW, THEREFORE BE IT ORDAINED, that the City Council of the City of Shakopee, Minnesota hereby adopts the following: That 130.45 Noise Elimination and Noise Prevention section of the Code, is amended for the Entertainment Overlay Zone to extend hours until 11:30PM, seven days a week and outdoor dining is allowed. That 151.196 Sign Design Standards Table, is amended to allow neon, blade, digital and large video (with movement) signs, subject to the following: • Large scale video and/or digital signs must be reviewed by the Planning Commission and approved by the City Council • Blade, digital and neon signs that are larger in square footage than allowed by the current code must be reviewed and approved by the Planning Commission • Blade, digital and neon size that conform to the sign code in size may be approved by staff.
