No. 6041 I~F, 3 / CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Approval of Job Descriptions for Maintenance Supervisors for the Public Works Department DATE: May 4, 2004 INTRODUCTION: The Council is asked to consider the adoption of job descriptions for maintenance supervisors for the street, sanitary sewer and storm drainage areas and maintenance supervisor for the park and public ground maintenance, and also approve a pay grade placement, and finally approve a proposed pay grade change for the positions. BACKGROUND: Previously, in 2003, the City Council did accept the organization study done by Short Elliott Hendrickson, Inc. on the Public Works Department. One of the main recommendations of this study is to create maintenance supervisor positions for the current lead workers, in order to provide more effective management and to have two additional persons outside the union to assist the PublicW orks Supervisor. Attached are the job descriptions for Council review and consideration for approval for a maintenance supervisor for the street, sanitary sewer and storm drainage subdivisions and also a maintenance supervisor for the park maintenance subdivision. The' creation of these job descriptions were done with assistance by Lloyd Pauly of Short, Elliott, Hendrickson and Mark Themig ofthe Park and Recreation Department as well as the writer ofthis memo. These job descriptions have been reviewed by Rod Kelsey of Kelsey, Dettman and Riley and his evaluation is that these job descriptions should be at Pay Grade 7 of the City's Pay Plan. It is intended, if Council were to approve these job descriptions, to post these jobs internally within the City and it is anticipated that the permanent lead persons would apply for these positions. Since the current lead persons are within the union structure of the Public Works Department, they would need to apply in order to come out of the union for these positions. Adopt the job descriptions for the maintenance supervisors within the Public Works Department. . Adopt a newpay plan showing these positions in Pay Grade 7. Salary Consideration: The current lead persons are at $20.847 dollars per hour and paid overtime within the union pay structure of the Public Works Department may apply for these positions. Staff did budget $20,000.00 in unallocated amount for salary adjustments within the Public Works Department in implementing the Short Elliott Hendrickson recommendations. ALTERNATIVES: 1. Approve a motion to adopt the job descriptions for the maintenance supervisor positions within the Public Works Department as submitted. 2. Do not approve the Public Works job descriptions at this time. 3. Adopt Resolution No. 6041, a resolution amending Resolution No. 5982, which adopted the 2004 pay schedule for the officers and non-union employees of the City of Shakopee. RECOMMENDATION: 1. Approve a motion to adopt the job descriptions for the maintenance supervisor positions within the Public Works Department and authorize the filling of those positions. 2. This includes pavement preservation, storm drainage maintenance and NPDES requirements, sanitary sewer system maintenance, alley maintenance, street signage, tree/weed control, paint striping, and snow plowing. Position also acts as secondary lead role in the park maintenance functions. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Plans, assigns and directs the day-to-day operations, including staffing, project coordination, equipment and supplies for streets, wastewater collection and storm drainage systems. Organizes, directs, schedules, trains, and formally evaluates the work of others in the performance of a wide variety of street, wastewater collection and storm drainage system maintenance. Ensures that assigned crew complies with safety regulations, procedures, and practices. Develops and manages street maintenance programs and program elements including surface maintenance (sweeping, snow plowing, salting/sanding), alley maintenance, right of way maintenance, and customer service requests. Assists with developing the annual street pavement preservation program, including rating pavement, seal coating, crack sealing, paint striping. Coordinates traffic control program and maintenance records, including maintenance of existing signs, production and installation of new signage, and updating signage database. Responds to signal light failures by coordinating contracted repair. Develop and manage maintenance and preservation programs for wastewater collection systems, including cleaning, televising, root cutting and herbicide treatment, grease control, and lift station inspection and maintenance. Responds to residential, business, and lift station emergency sanitary sewer blockage reports. Researches and resolves problem. Develop and manage maintenance programs for storm drainage water systems, including cleaning catch basins and outfalls, sediment removal in ditches and ponds, vegetation control, and installation and rehabilitation of storm water structures and piping. Assists with NPDES implementation by conducting initial inspection and inventory of storm drainage water infrastructure, and ongoing compliance by coordinating required maintenance. Responds to emergency storm drainage water flooding. Reviews development plans for street, storm drainage water, and sanitary sewer design and construction. Assists in projecting needs for equipment, materials and supplies. Assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services. Assists in the preparation of the Capital Improvement Plan. Assures that assigned areas of responsibility are performed within budget; assists in the preparation of annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Oversees general maintenance and repair work on equipment. Temporarily performs the duties of the Public Works Supervisor if assigned by the Public Works Director. Operates equipment and participates in performing work assigned when that participation contributes effectively to the overall achievement of the divisions goals, schedules and programs. Takes immediate effective corrective action when necessary and effectively recommends disciplinary action of employees assigned when that action is warranted and documented. Regularly communicates with immediate supervisor about work assignments and work performed. Assists in training of maintenance personnel in the street and sewer systems. Prepares and maintains necessary records and/or data. Works cooperatively with other departments and the public to complete assigned tasks. Performs necessary operations to ensure the safe operation of equipment. Promptly investigates citizen requests for service and takes appropriate action in response to those requests in accordance with department and City policies. Respond to and as appropriate resolve grievances and work disputes for employees assigned to the Maintenance Division. Provide for the transfer of employees into or out of the Maintenance Division as necessary. Provide for discipline with cause, in accordance with City policies and procedures. Provide for the rewarding of employees within the Division who demonstrate outstanding job performance, as appropriate. Effectively recommend promotion, suspension, and discharge of employees within the Division. Performs other duties as assigned. Work involves directing, coordinating, supervising, and formally evaluating the work of others in a full supervisory capacity. Position also acts as a secondary lead role in the street, sanitary sewer and storm drainage systems function. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. COMMENTS RESOLUTION NO. 6041 A RESOLUTION AMENDING RESOLUTION NO. 5982 WHICH ADOPTED THE 2004 PAY SCHEDULE FOR THE OFFICERS AND NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE WHEREAS, on December 2, 2003, the City Council of the City of Shakopee, Minnesota, adopted Resolution No. 5982, approving the 2004 Pay Schedule for the officers and non-union employees of the City of Shako pee; and WHEREAS, on May 4, 2004, the City Council of the City of Shakopee, Minnesota, approved the new classification ofMaintenallce Supervisor to be placed in Grade 7.
