SUBJECT: Reservation of Parking Spaces

INTRODUCTION:
The Police Department is requesting approval to reserve twenty parking spaces in the one
hundred block of Lewis Street on July 10,2004 from 5 p.m. to 12 a.m. for the "World's
President's Association" classic car display.
BACKGROUND:
City staff has received a request from Bryan Turtle to restrict parking in the one hundred
block of Lewis St. on July 10, 2004, for the "World's President's Association". The
"World's President's Association" is a non-profit association of business owners which
includes some Shakopee business owners. The group is planning a display of classic cars
and requests the parking spots for this purpose. Mr. Turtle has informed the police
department that he has been in contact with his neighboring businesses advising them of
his request and there is no opposition to it. Furthermore Mr. Turtle advises that apart
from his, only one other business in the immediate area is operational during these hours.
Mr. Turtle's request is attached to this memorandum.
RECOMMENDATION:
Staff recommends authorizing the reservation of twenty parking spaces in the one
hundred block of Lewis Street from 5 p.m. until 12 a.m on July 10,2004 to assist with
this charitable event.
ACTION REQUESTED:
If council concurs, they should by motion authorize, appropriate city staff to reserve
twenty parking spaces in the one hundred block of Lewis Street on July 10, 2004 from 5
p.m. to 12 a.m. for the "World's President's Association" street rod car show.

Dear Mark,
On Saturday July 10th, 2004, Turtle's 1890 Social Centre is hosting an event for the World
Presidents Organization. Attendees will park at Memorial Park and be shuttled to our facility in
Street Rods, which are owned by members of a local car club. This group is requesting of us to
reserve the parking spots in front of the Social Centre to park the Street Rods. The 20 or so
spots I am referring to are the ones on Lewis Street between 1 st Ave and the alley adjacent to the
Social Centre. We would need to have the spaces cleared and ready for Street Rod parking by
5pm. These spots are typically used by our customers at that time anyway, and I have spoken to
the business owners on the block and have received no opposition to this request, as all but one
of the businesses are closed at that time.
I have spoken with Craig Robson of the Shakopee Police Department, and he intends to pursue
our request with the council/city in May. Please let me know if there is anything I can do to help
with the facilitation of our request.
