SUBJECT: Complaint about berming at Shenandoah Apartments
MEETING DATE: May 18, 2004
DISCUSSION:
At the May 4, 2004 Council meeting, Cliff and Kathy Stafford addressed their concerns about
Shenandoah Apartments, primarily focused on the height ofthe berming. In response, planning staff
requested that the developer, Heritage Development, have their surveyor shoot the elevations of the
berm relative to the finished grade to determine whether the conditions of plat approval were complied
with. That information would be shared with both the Council and the Staffords. In the event the
berm height does not meet the conditions of approval, city staff would follow up to secure compliance.
The elevations will not be available until the week of May 17th, and so this item will be placed on the
Council agenda of June 1, 2004.
ACTION REQUESTED:
No action is requested at this time. The item will be presented to the Council on June 1,2004.

Dear Mayor and Council Members,
In the past the City Council and the School Board have met together to take a look at
common issues. The Board sees another opportunity for a joint review. As part of our
districts facilities planning, the Board has invited city and county planners to a meeting
on May 25th at 7 PM in the district board room. The intent of the session is to gain a
planner's perspective of the impending development in the school district. This
information is one piece of the planning process for the purchase of additional sites for
future school buildings.
The Board would like to invite members of the Council to this meeting. Members of the
School District Facilities Steering Committee are also included in this meeting. It is
hoped that while gaining a perspective from the planners, there can also be the
opportunity to hear where the Council and Board are regarding future needs. Our history
of working together on issues might be able to be expanded, as we both go forward in
providing facilities for our growing community.
I know your schedule is busy, but I hope we can continue dialog regarding facility needs
either on the 25th or another time when it is more convenient for the Council. Please
contact me with any questions.
