Demolition of Scott County Workforce Center
Policy/Action Requested:
Approve a contract with Rachel Contracting LLC for $196,683 plus $50,000 in contingency
for the demolition of the Scott County Workforce Center.
Recommendation:
Approve the contract and contingency.
Discussion:
The EDA put out a request for bids for the demolition that included a tour of the facility with
potential bidders and Scott County staff. Staffs estimate for the demolition, which was
included in the modified Tax Increment Plan, was $300,000. Terracon completed an
environmental review of the building and identified a list of materials that are regulated and
require special disposal (i.e. thermostats, fluorescent light bulbs)
The EDA received seven complete bids:
Rachel Contracting LLC $196,883.00
Frattalone Companies, Inc. $278,205.52
Veit & Company $278,739.00
Lloyds Construction Services $279,935.00
Bolander $327,000.00
S.H. Hentges & Sons $337,900.00
Ramsey Companies $327,000.00
We are requesting a $50,000 contingency for the demolition for unforeseen materials that
may be found in the ground or building.

We expect the EDA will close on the building in early December and that the tenants/owners
will vacate shortly thereafter and demolition will occur over the winter.
