Commissioner Jay Whiting made a motion to approve the modified agenda, seconded by
Commissioner Matt Lehman and the motion passed.

Commissioner Jay Whiting made a motion to approve the meeting minutes of August
4, 2021, seconded by Commissioner William Mars and the motion passed.

3.B. Economic Development Administration (EDA) American Rescue Plan Act
Application
Commissioner Jay Whiting made a motion to adopt Resolution 82021-006, approving
a 2021 application to the EDA American Rescue Plan Act Economic Adjustment
Assistance Grant, seconded by Commissioner Angelica Contreras and the
motion passed.

4.A. Proposed 2022 EDA Special Benefit Levy & Budget

Commissioner Jay Whiting made a motion to Adopt Resolution No. E2021-005,
adopting the proposed 2022 EDA special benefit levy of$500,000, seconded by
Commissioner Angelica Contreras and the motion passed.

4.B. PUBLIC HEARING: Modification to Canterbury TIF Plan
Commissioner William Mars made a motion to open the public hearing, seconded by
Commissioner Angelica Contreras and the motion passed.

Commissioner Angelica Contreras and the motion passed.

Commissioner Angelica Contreras made a motion to adopt Resolution No. E2021-
008, modifying the Canterbury TIF Plan, seconded by Commissioner William Mars
and the motion passed.

4.C. Modification of Contract for Private Development with Canterbury and TIF Note
Commissioner Jay Whiting made a motion to approve Resolution No. E2021-007
modifying the Contract for Private Development for the Canterbury TIF and TIF
Note, seconded by Commissioner Angelica Contreras and the motion passed.

4.D. Extension of Contract with Momenteum LLC Until December 31, 2021
Commissioner Matt Lehman made a motion to approve a contract extension in the
amount not to exceed $35,000 for September through December 2021 with
Momenteum LLC, seconded by Commissioner Angelica Contreras and the
motion passed.
