Purchase of land from Scott County at Canterbury for sale for a future development.
Policy/Action Requested:
Approve Resolution No. E2021-003 for the purchase of property from Scott County to hold
for future sale.
Recommendation:
Approve Resolution No. E2021-003
Discussion:
Scott County purchased this property from Canterbury for future expansion of the workforce
center. At this time, Scott County is in the process of disposing of the workforce center and
no longer needs this parcel. The city and Scott County and Canterbury have already
executed an agreement that accounted for right-of-way trades and acquisitions that included
a credit for the proposed ROW on this parcel.
This parcel will aid with the further redevelopment of Canterbury.
Scott County completed a present value appraisal after the ROW that determined the
following:
• Before Market Value: $1,288,000
• Market Value of City's R/W Bifurcating the Property: $470,000
• After Market Value Less the City's R/W: $818,000
The EDA will purchase this property once the purchase has been approved by Scott County.
The EDA will hold the property for resale. The EDA will recapture its holding costs from
any sale.

Purchase will be made out of the current EDA fund balance and will repaid to the fund upon
sales that we anticipate will be before the end of 2021

RESOLUTION NO. E2021-003
RESOLUTION AUTHORIZING THE ACQUISITION OF CERTAIN
PROPERTY FROM SCOTT COUNTY, MINNESOTA
WHEREAS, Scott County, Minnesota (the "County") owns the property legally described in
EXHIBIT A attached hereto (the"Property") located in the City of Shakopee, Minnesota(the"City"); and
WHEREAS, the Economic Development Authority for the City of Shakopee, Minnesota (the
"Authority") is authorized by Minnesota Statutes, Section 469.101 to acquire the real property; and
WHEREAS, the County has agreed to sell the Property to the Authority, and the Authority
proposes to acquire the Property from the County for the purchase price of$818,000 and to subsequently
sell the Property to a private developer or redeveloper for purposes of economic development within the
City; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Economic
Development Authority for the City of Shakopee,Minnesota that:
1. The purchase of the Property by the Authority is hereby approved.
2. The President and Executive Director of the Authority are hereby authorized to execute any
other documents or certificates deemed necessary to carry out the intention of this resolution.
