'~,., . fli " Mark McNeill, City Administrator FROM: Julie Klima, Planner II SUBJECT: Final Plat of Park Meadows MEETING DATE: June 1, 2004 CASELOG NO.: 04-032 REVIEW PERIOD: March 25, 2004- July 23, 2004 DISCUSSION: At its May 18th meeting, the City Council tabled the request for preliminary plat approval in order to allow Ms. Beverly Koehnen's the opportunity to review drainage calculation information. The applicant's engineering consultant submitted revised drainage information to the City on Monday, May 24,2004. At the time of preparation of this memo, staff was reviewing this information. For that reason, staff is recommending that the Council take the item offthe table and further table a date uncertain to allow adequate time to address any concerns. ALTERNATIVES: 1. Remove the item from the table, and direct staff to prepare a resolution of approval for the final plat of Park Meadows. 2. Direct staff to prepare a resolution denying the request for final plat approval. 3. Offer and pass a motion to remove the request from the table, and to table again to a date uncertain. C . 1. ~ To: Shakopee City Council From: Beverly Koehnen 2036 Canterbury Rd Date: May 29, 2004 Re: Park Meadows Plat The majority of the water that creates the pond in back of my house is runoff from the peat area highlighted in pink. The recent heavy rain has created a pond from this direction. A small portion may come in from the west (marked with an X) when all other low spots overflow. For example, a huge snowmelt sometimes causes it. Historically the 80 acres of Park Meadows land ends up on the 40 acres to he south of me and does not run through my property. Now, with their drainage pond and the emergency outlet aimed at my property, I am very concerned. A second concern is their soil assumption used for the infiltration rate of the Park Meadows pond. Are their soil borings too far to the west? The yellow highlighted area where their pond will be is loam, rather than sand. Loam is a mixture of sand, clay and silt.
