SUBJECT: Designating Polling Places DATE: June 11, 2004 INTRODUCTION: Attached for City Council consideration is a resolution designating twelve polling places for all election precincts in the City of Shakopee. BACKGROUND: The City has added two additional precincts and polling places need to be identified for these new precincts. Also, four new sites are recommended for current polling places. When considering sites, . staff considered parking, extra rooms for "Kids Voting" that is being planned for this fall and accessibility . Polling places must be located within the boundaries of the precinct or within 3,000 feet of one of the boundaries and must be designated before June 16, 2004 (90 days prior to the election). The City's accessibility consultant conducted a polling place accessibility analysis for city polling places this past winter. The new polling places that are being recommended now were not yet identified as polling places when the consultant conducted her analysis. The City's building official recently inspected the school buildings and ValleyView Church. Although some sites are deficient in providing 32" doorways, they will accommodate most wheelchairs. (A 28" wheel chair - 22" for the seat and 6" tor the wheels - will accommodate a 250 lb. person. This is the most popular larger chair rented by the Fairview Home Medical Equipment Sales, Rental and Service. The school district commissioned a study about three years. ago to learn what ADA requirements were needed for the buildings. They have taken care of required corrections and what fits for the existing buildings. Some recommendations have not been addressed. A governing body shall designate as polling places only those places which meet the accessibility standards prescribed unless no available place within. a precinct is accessible or can be made accessible. The polling places recommended are the best sites that staffhas been able to identify. RECOMMENDATIONS: It is recommended that the Shakopee Area Catholic Education Center gym be designated as the polling place for Precinct 11. It is recommended that the Presbyterian Church be designated as the polling place for Precinct 12. It provides for parking and rooms for "Kids Voting". It is recommended that Central Family Center gym be designated as the new polling place for Precinct 3, replacing the Presbyterian Church which will now serve Precinct 12. It is recommended that Valley View Baptist Church be designated as thenew polling place for Precinct 1, replacing the Fire Station. It provides for parking and rooms for "Kids Voting". It is recommended that the new Library be designated as the new polling place for Precinct 2. The Central Family Center gym was being used as the polling place for Precinct 2 while the new Library was under construction. It is recommended that Sweeney School gym be designated as the polling place for Precinct 5, replacing the Lion's Park Youth Building. Although off street parking is less plentiful, it will accommodate "Kids Voting". ALTHENATIVES: 1. Designate polling places as recommended 2. Designate alternative polling places as desired RECOMMENDED ACTION: If Council concurs with the recommendations, Offer Resolution No. 6058, A Resolution Designating Twelve Polling Places for All Election Precincts in the City of Shakopee, and move its adoption. I:\elections\Designating Polling Places - 04 Polling Place Accessibility Analysis In addition to conducting accessibility evaluation for city facilities, Julee Quarve-Peterson, JQP Inc., also completed a polling place accessibility analysis for the city's polling places. Using the Secretary of State's Polling Place Accessibility Diagnostic Tool, a few items were identified in some polling places that needed attention in order to meet accessibility standards for polling places. (The accessibility evaluation for all city.buildings will be brought to the City Council this summer for discussion and to plan on how to address the accessibility barriers.) Below are the 12 precincts with individual reports on each challenge area that was identified. P-l Fire Station, 334 West 2nd Avenue 1. Disability parking is not the closest available parking to the accessible entrance. We routinely place a handicapped parking sign in front of the main entrance on election day. 2. The threshold must be no higher than ~ inch in height and beveled on both sides. We routinely place a mat at the outside entrance on election day. 3. Improvements needed to bathrooms. Handicapped election judges will not be scheduled to work at this precinct. Recommendations to be forthcoming with complete report at budget time. 4. Door hardware needs to be a lever handle or loop style type. Staff to follow-up. Valley View Baptist Church, 1980 Tenth Avenue West 1. Two of the four disability parking spaces need permanently mounted disability parking signs. Staff can follow up with temporary signs on election day. 2. Exterior door does not have either a lever handle or lop style type. Staff to contact the Church to ask if there is some way that they can make corrections. 3. Restroom stall does not provide access for individuals using wheel chairs. Staff to contact the Church to ask if there is some way that they can make corrections. 4. Restroom does not have an accessible sink. Staff to contact the Church to ask if there is some way that they can make corrections. P.2 Public Library, 235 Lewis Street 1. The interior doors require more than five pounds of pressure to open. Needs adjustment. Staff to follow-up. P-3 Central Family Center, 5th and Lewis Street Meets accessibility requirements. P-4 Fire Station, 2700 Vierling Drive East Meets accessibility requirements. P-5 Youth Building, 1121 West 11th Avenue 1. Disability parking space does not have a permanently mounted (upright) disability parking sign. Staff will follow-up by providing a temporary parking sign on election day. 2. The sidewalk slope leading to the accessible entrance is steeper than 1 :20 and needs a bumper at the side and second handrail. Recommendation to be forthcoming with complete report at budget time. 3. The interior doors require more than five pounds of pressure to open. Needs adjustment. Staff to follow-up. 4. The sign needs to be moved next to the restroom doors and the door tension needs adjustment. Staff to follow-up. 5. Mirror in mens restroom should be lowered to 40". Staff to follow-up. Sweeney Elementary School Gym, 1001 South Adams Street* 1. Disability parking space does not have a permanently mounted disability parking sign. Staff can follow-up by providing a temporary parking sign on election day. 2. The exterior door does not meet 32" of clear space when the door is open. 3. The interior doors leading to the gym do not meet 32" of clear space when the door is open. 4. Interior doors require more than 5 pounds of pressure to open. Doors can be propped open. 5. Restrooms do not provide access for individuals using wheelchairs. 6. Height of accessible toilet seat does not fall between 17 and 19 inches above the floor. 7. Restrooms do not have horizontal and vertical grab bars. 8. The sink that is provided outside of the restrooms does not comply with requirements. P-6 Community Center, 1255 Fuller Street 1. Need additional number of disability parking spaces. Staff will follow-up by providing the necessary number of temporary parking spaces on election day. 2. Parking spaces need permanently mounted disability parking signs. Staff will follow-up by providing the necessary number oftemporary parking signs on election day. 3. The interior doors require more than five pounds of pressure to open. Needs adjustment. Staff to follow-up. 4. Need horizontal and vertical grab bars in restrooms as opposed to diagonal. Staff to follow-up. 5. Need soap dish in men's restroom. Staff to follow-up. P-7 Faith Lutheran Church, 150 West 130th Street 1. Need horizontal and vertical grab bars in restrooms as opposed to "L"; Staff to contact the Church to ask if this could be corrected. P-8 Calvary Methodist Church, 2488 Vierling Drive East Meets accessibility requirements. P-9 Cross of Peace Church, 1506 Wood Duck Trail 1. Heavy tension on restroom doors. Staff to contact the Church to ask if this could be corrected. P-I0 Red Oak School, 7700 Old Carriage Court Meets accessibility requirements. P-ll Shakopee Area Catholic Schools Polling place added after study completed. However, the Building Official advises that the building was designed and built to meet the State Building Code accessibility standards. P-12 Presbyterian Church 909 Marschall Road 1. Does not meet 32" of clear space when one door is open, but there are double doors that will accommodate the needed clear space. 2. The restrooms are not handicapped accessible. Election judges who may be handicapped will be assigned to another precinct. Staff to contact the Church to ask if there is some way that they can make corrections. Pearson Elementary School Gym, 917 Dakota Street* 1. Interior doors require more than 5 pounds of pressure to open. Doors can be propped in an open position. 2. Restrooms nearest voting area do not provide access for individuals using wheelchairs nor do they have horizontal and vertical grab bars. 3. The sink that is provided outside of the restrooms does not comply with requirements. *The school district commissioned a study about three years ago to learn what ADA requirements were needed for the buildings.
