Roll Call Present: President Angelica Contreras, Commissioners Jay Whiting, Matt Lehman, Jim DuLaney, Jesse Lara Staff Present: City Administrator Bill Reynolds, Assistant City Administrator Chelsea Petersen, City Attorney Jim Thomson, City Engineer Alex Jordan, Finance Director Nate Reinhardt, Planning/Development Director Michael Kerski, Park/Recreation Jay Tobin, Police Chief Jeff Tate, Public Works Director Bill Egan, Deputy City Clerk Heidi Emerson 2. Approval of Agenda Commissioner Matt Lehman made a motion to approve the agenda, second by Commissioner Jay Whiting and the motion passed. 5 - 0 3. Consent Business Lehman removed item 3.A for further discussion. Commissioner Matt Lehman made a motion to approve the consent agenda as modified, second by Commissioner Jay Whiting and the motion passed. 5 — Lehman removed item 3.A for further discussion. 3.A. *Interfund Loan for Shenandoah Drive/CR 101 Traffic Signal Commissioner Jay Whiting made a motion to adopt Resolution No. E2023-004, Approving an Interfund Loan for Advance of Certain Costs for a Traffic Signal in Connection with Tax Increment Financing District No. 18, second by Commissioner Matt Lehman and the motion passed. 5 - 0 3.B. *EDA Minutes motion carried under the Consent Agenda. 4. General Business 4.A. Preliminary 2024 EDA Levy and Budget Commissioner Jay Whiting made a motion to adopt Resolution R2023-005 approving the proposed special benefit levy of the EDA of$500,000 collectible in 2024, second by Commissioner Jim DuLaney and the motion passed. 5 - 0 Page 1 of 2 4.B. Award Contract for Tenant Building Signage for River City Centre 4.C. Facade Improvement Loan for 100 Fuller Street Commissioner Jay Whiting made a motion to approve a Facade Improvement Loan in the amount of$28,648 to PJT Investments LLC for improvements to 100 Fuller Street, second by Commissioner Matt Lehman and the motion passed. 5 - 0 5.
