1. Roll Call
Present: President Angelica Contreras, Commissioners Jay Whiting, Matt Lehman, Jim
DuLaney, Terry Joos
Staff Present: City Administrator Bill Reynolds, Assistant City Administrator Chelsea
Petersen, City Attorney Jim Thomson, Finance Director Nate Reinhardt, Interim City
Engineer John Bradford, City Clerk Lori Hensen, Planning/Development Director Michael
Kerski, Park/Recreation Director Jay Tobin, Police Chief Jeff Tate, Public Works

2. Approval of Agenda
Commissioner Jim DuLaney made a motion to approve the agenda, second by
Commissioner Jay Whiting and the motion passed.

3. Consent Business
Commissioner Terry Joos made a motion to approve the consent agenda, second by
Commissioner Matt Lehman and the motion passed.

3.A. EDA Minutes
Approve the minutes from February 7, 2023. (Motion was carried under consent
agenda.)
4. General Business
4.A. Interfund Loan for River City Centre Improvements
Commissioner Terry Joos made a motion to adopt Resolution No. E2023-002,
Approving an Interfund Loan for Advance of Certain Costs for Improvements to the

Commercial Portion of the River City Centre, second by Commissioner Jim
DuLaney and the motion passed.

4.B. Acceptance of Bids for River City Centre Improvements
Commissioner Jay Whiting made a motion to approve Resolution 82023-003
awarding bids for the renovation of River City Centre and adjacent streetscape
and parking lot improvements, second by Commissioner Terry Joos and the
motion passed.

4.C. Approval Entering into a Lease with the Shakopee Chamber of Commerce for
River City Centre
Commissioner Terry Joos made a motion to approve a lease with the Chamber of
Commerce for Suite 145 at River City Centre with terms as shown and authorize
the Executive Director to execute lease documents with the Chamber, second by
Commissioner Jay Whiting and the motion passed.
