SUBJECT: Approval of Maintenance Supervisors for the
Public Works Department

INTRODUCTION:
This agenda item is for Council to approve the hiring of Dave Rutt to Maintenance
Supervisor for the Street, Sewer and Storm Drainage Subdivision and Bill Egan for the
Maintenance Supervisor in the Park Subdivision within the Public Works Department.
BACKGROUND:
On May 4, 2004, City Council did approve the job descriptions for the maintenance
supervisor positions being created within the Public Works Department. The two
supervisor positions include one maintenance supervisor primarily involved in the streets,
sanitary sewer and storm drainage subdivision and one maintenance supervisor primarily
in the parks maintenance subdivision within the Public Works Department. Both of these
positions can act as a secondary lead role within the other mainitenance supervisor as
well.
These jobs were posted internally within the Public Works Department and three persons
did apply for these positions. On May 25,2004, these three individuals were interviewed
by the interview team of Michael Hullander, Public Works Supervisor; Greg Felt,
Operational Engineer for Scott County Public Works Division; and Bruce Loney, Public
Works Director. Based on the interviews and job application, the interview team is
recommending Dave Rutt to be hired as the Maintenance Supervisor for the Street,
Sanitary Sewer and Storm Drainage Subdivision and Bill Egan as Maintenance
Supervisor for the Park Maintenance Subdivision.
Previously, these job descriptions were reviewed and placed in Pay Grade 7 of the City's
Pay Plan and these positions are non-union positions and are proposed to be slotted into
the City's non-union pay plan. These positions would have to come out of the current
union, and it is not planned to fill the vacated lead positions at this time.
The two individuals that are being recommended for these positions are the Street Lead
and Park Lead persons in the Public Works Department. The pay for 2003 was $21.47
per hour and it is anticipated through negotiations that there would be an increase for
2004. This increase pay would slot the Lead's pay somewhere between Grade F, which
is $22.029 per hour, and Step E at $23.095 per hour. After review of the current pay for
the Leads and the possible increase in pay for the 2004 union contract, staff believes the
appropriate level of pay for this position is to offer the position at Grade 7, Step E at
$23.095 per hour immediately and within six months increase the pay to Step D, which is
$24.211 per hour. After the employees reach Step D, they would be then be given annual
step increases as per the pay plan.
Note that this is in conflict with the current personnel Policy, which states:
Promotion: When an employee is promoted, he or she shall receive the minimum rate for
the job classification. If said minimum is less than the employee's former step, the
employee shall be paid at the next increment step above the previous rate.
This was adopted in August, 2003. However, after reviewing this with staff, we will
recommend that this section of the Personnel Policy be modified to allow for more
flexibility-we feel that it will unnecessarily impede the City's ability to promote the
best qualified employees. The only other solution to the negotiated 6 month step
advancement would be to reject all applicants, anare-advertise the positions, showing the
first 3 steps (not just the first 2) as the potential hiring range.
Also note that the Maintenance Supervisor position has been classified as a non-exempt
position and is eligible for overtime pay.
Budg:et Impacts:
Previously, staff did mention to the Council that $20,000.00 was budgeted in the
unallocated portion of the 2004 Budget for salary adjustments for the Public Works
Department. There are sufficient funds in this account to accomplish these salary
adjustments in making these appointments of the Lead Persons to Maintenance
Supervisor positions.
ALTERNATIVES:
1. Approve a motion authorizing the hiring of Dave Rutt to Maintenance Supervisor
for the Street, Sanitary and Storm Drainage Subdivision and Bill Egan as
Maintenance Supervisor for the Park Subdivision position within the Public
Works Department. Their pay to be adjusted to Grade 7, Step E, effective June
16,2004 with a six month adjustment to Grade 7, Step D and future step increases
will be on an annual basis, based on that new date.
2. Do not approve the appointments for these positions at this time.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No.1, to approve a motion and authorize the filling
ofthese positions.
ACTION REQUESTED:
Approve a motion authorizing the hiring of Dave Rutt to Maintenance Supervisor for the
Street, Sanitary and Storm Drainage Subdivision and Bill Egan as Maintenance
Supervisor for the Park Subdivision position within the Public Works Department. Their
pay to be adjusted to Grade 7, Step E, effective June 16, 2004 with a six month
adjustment to Grade 7, Step D and future step increases will be on an annual basis from
that date.
