SUBJECT: Consider Approving Plans and Ordering Advertisement for
Bids for the Valley View Road Improvements, from the
East Plat Line of Greenfield Addition to C.R. 83,
Project No. 2004-3

INTRODUCTION:
Attached is Resolution No. 6065, which approves the plans and specifications and
authorizes staff to advertise for bids for the Valley View Road Improvements, from the
East Plat Line of Greenfield Addition to C.R. 83, Project No. 2004-3.
BACKGROUND:
On December 16, 2003, City Council adopted Resolution No. 5994, ordering the
preparation of a feasibility report to analyze the construction of Valley View Road, from
the East Plat Line of Greenfield Addition to C.R. 83. On March 16,2004, City Council
adopted Resolution No. 6025, a resolution receiving a report and calling for a public
hearing on the Valley View Road improvement project. On April 20, 2004, a public
hearing was held for this project and Council adopted Resolution No. 6039, a resolution
ordering the improvements and preparation of plans and specifications for the Valley
View Road improvement project.
The plan design has been completed by WSB & Associates, Inc. for the improvements on
Valley View Road to include a 44 foot wide urban roadway with concrete curb & gutter,
with a bituminous trail along the Park Meadow plat to the north of Valley View Road and
adjacent to Greenfield. Also included in the project improvements is right turn lane and
bypass lane on c.R. 83 for safer traffic movements onto Valley View Road. The
completion of this project would provide a paved collector street, from C.R. 83 to 17th
Avenue, and will improve the traffic circulation in the area between C.R. 17 and C.R. 83,
south ofT.H. 169. Staff is utilizing the improvements with the Park Meadow plat for the
storm sewer needed for Valley View Road. It is anticipated that the Park Meadow
development will commence with grading shortly and the improvements will be installed
in conjunction with the Valley View Road improvements.
Staff s intent is to request plan approval, receive bids and have City Council consider
those bids at the July 19, 2004 City Council meeting for possible award of contract. Staff
is also intending on including the Weinandt Acres 1 st Addition street reconstruction
project for better volume pricing.
One unresolved issue on the project is the acquisition of a sloping easement along the
south side of Valley View Road. Staff is in contact with the property owner and can
update Council on the status by Tuesday's meeting.
ALTERNATIVES:
1. Adopt Resolution No. 6065, A Resolution Approving Plans and Specifications
and Ordering Advertisement for Bids for the Valley View Road Improvements,
from the East Plat Line of Greenfield to C.R. 83, Project No. 2004-3.
2. Deny Resolution No. 6065.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to approve plans and specifications in order to
advertise for bids with this project and for a possible award and construction yet this
season.
ACTION REQUESTED:
Offer Resolution No. 6065, A Resolution Approving Plans and Specifications and
Ordering Advertisement for Bids for the Valley View Road Improvements, from the East
Plat Line of Greenfield to County Road 83, Project No. 2004-3, and move its adoption.

And Ordering Advertisement For Bids
For The Valley View Road Improvement Project,
From The East Plat Line Of Greenfield
To County Road 83
Project No. 2004-3
WHEREAS, pursuant to Resolution No. 6039 adopted by City Council on April 20, 2004,
Bruce Loney, Public Works Director has prepared plans and specifications for improvements to the
Valley View Road Improvement Project, from the East Plat Line of Greenfield to County Road 83,
Project No. 2004-3 by street reconstruction and any appurtenant work and has presented such plans
and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.
Adopted in session of the City Council of the City of Shakopee, Minnesota,
