SUBJECT: Consider Approving Plans and Ordering Advertisement for
Bids for the Prairie View Additions Bituminous Overlay
DATE: June 15, 2004
INTRODUCTION:
Attached is Resolution No. 6066, which approves the plans and specifications and
authorizes staff to advertise for bids for the Prairie View Additions Bituminous Overlay,
Project No. 2004-2.
BACKGROUND:
On December 16, 2003, City Council ordered the preparation of a feasibility report to
analyze the bituminous overlay on the streets located in the Prairie View Additions for
the 2004 Pavement Preservation Program. On March 1, 2004, Council adopted
Resolution No. 6022, a resolution receiving a feasibility report and calling for a public
hearing on the Prairie View Additions Bituminous Overlay Project. On April 6, 2004, a
public hearing was held and at that meeting, City Council did adopt Resolution No. 6031,
a resolution ordering the improvements and the preparation of plans and specifications
for this proj ect.
Staff has completed the plans for the bituminous overlay, with some select areas to
receive bituminous reclamation and new pavement along with concrete and curb repairs,
prior to the bituminous overlay work being completed. City staff has already contracted
with a contractor to fix the catch basins that need repair in the area which would be paid
out ofthe Storm Drainage Fund, prior to the bituminous overlay work.
Staff would request that City Council approve the plans and authorize advertisement for
bids with the intent to have the bids be considered at the July 19, 2004 Council meeting
for the work to be done yet this summer.
ALTERNATIVES:
1. Adopt Resolution No. 6066, A Resolution Approving Plans and Specifications
and Ordering Advertisement for Bids for the Prairie View Additions Bituminous
Overlay, Project No. 2004-2.
2. Deny Resolution No. 6066.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to approve plans and specifications in order to
proceed with this project, as outlined in this memo.
ACTION REQUESTED:
Offer Resolution No. 6066, A Resolution Approving Plans and Specifications and
Ordering Advertisement for Bids for the Prairie View Additions Bituminous Overlay,
Project No. 2004-2, and move its adoption.

A Resolution Approving Plans And Specifications
And Ordering Advertisement For Bids
For The Prairie View Additions
Bituminous Overlay
Project No. 2004-2
WHEREAS, pursuant to Resolution No. 6031 adopted by City Council on April 6, 2004,
Bruce Loney, Public Works Director has prepared plans and specifications for improvements to the
Prairie View Additions by bituminous overlay and any appurtenant work and has presented such
plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
ofthe City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.
