Purchase of Tanker/Flusher for Public Works " :')' CITY OF SHAKOPEE !5:C.J, MEMORANDUM TO: Mayor & City Council CONSEr~T Mark McNeill, City Administrator Bruce Loney, Public Works Director FROM: Michael Hullander, Public Works Supervisor SUBJECT: PurchaseofT~er~msher DATE: June 15, 2004 JNTRODUCTION: Public Works has identified a need in the 2004 Capital Equipment Budget to replace our existing 1986 T~er/Flusher. This truck is used in the Street, Park, Storm Drainage and Sanitary Sewer Divisions. Public Works budget estimate for replacement in the 2004 capital Equipment Budget is $100,000.00. BACKGROUND: The Public Works Department has an existing 1986 T~er/Flusher, which was due for replacement in 2001. Our existing tanker has served us well, but due to the age of the truck and condition of the tank (which has already started to have.significant leakage) stafffeels it is time to.replace this highly used vehicle. The tank truck is used in all divisions for tasks such as street sweeping, sanitary sewer cleaning, rink flooding, pool maintenance, tree/turf watering, washing shelters and in dry conditions watering down ballfield ag-lime for dust control when grooming in-fields, culvert cleaning and is also used with the addition of a steam cleaner for thawing out frozen catch basins and culverts. The Fire Department has occasionally requested the use of our tanker for support in areas where city water is not available, such as the Murphy's Landing Fire. Our existing tanker has a dump valve underneath the truck, which makes it difficult to quickly dump into the departments portable reservoir. The new t~ is designed to have the dump valve and shoot on the rear of the t~ so if called on the truck will be able to be used by the Fire Department. Stat! is requesting to use State Bid pricing contract #432052 to purchase one new 2004/2005 Sterling Acterra Low Profile Cab and Chassis from Boyer Sterling Truck for the price of $53,634.47. The cab and chassis is the same as our existing truck #111 which was purchased in 2002. The new cab and chassis may be a 2005 model depending on when the factory retools for the new model year, there will be no additional cost. '" .. Staff has also received quotes fromABM Equipment and Supply Inc. ($49,788.75) and Ruffridge Johnson ($49,492.68). The quotes have been attached to this memo. Although there is a $296.07 difference between vendors, staff recommends purchasing from ABM Equipment and Supply Inc. because Ruffridge Johnson cannot meet the specifications of the pump to be contained in a heated housing to prevent freezing in cold weather. ABM also encloses the hose reel in a heated compartment. Staff also recommends the depreciation term in the Internal Service Fund change from 15 years to 20 years. The new tank will be constructed of stainless steel with a 20-year warranty. A steel tank: by comparison only has an 8-year warranty. The total cost of this purchase including state tax is $103,423.22. ALTERNATIVES: 1. Purchase one new Cab and Chassis utilizing State Bid Contract #432052 from Boyer Sterling Trucks for the price of $53,634.47. Accept the quote from ABM Equipment and Supply Inc. for one new Tank/Flusher for the price of$49,788.75. 2. Deny the request. 3. Table for additional information. RECOMMENDATION: Staff recommends alternative nmnber 1. ACTION REQUESTED: Move to authorize the purchase of one (1) New Cab and Chassis from Boyer Sterling Trucks using State Bid Contract #432052 for the price of $53,634.47 and accept quote and authorize the purchase of one (1) New Tank/Flusher fromABM Equipment and Supply Inc. for the price of $49,788.75.
