SUBJECT: Comprehensive Plan Amendment to Reguide Property from Rural Residential to
Single-Family Residential, Extend MUSA, and Rezone Property from Agricultural
Preservation (AG) Zone to Urban Residential (R-1B) Zone
MEETING DATE: June 15, 2004

INTRODUCTION:
Brad Gonyea, Gonyea Land Co., has made application to re-guide property from Rural Residential to Single-
Family Residential, and to extend Metropolitan Urban Service Area (MUSA) to that same portion of
property. Additionally, they have requested that the property be rezoned from Agricultural Preservation
(AG) Zone to Urban Residential (R-1B) Zone.
The City Council discussed this project at their June 1,2004 meeting, but due to questions concerning
serving the property and due to only three Council members being in attendance at the time ofthis project
review (four members were required to be present to vote on the Comprehensive Plan Amendment), this
item was tabled to the June 15,2004 meeting.
Staff has been meeting with the applicant to address utility and service issues. Due to the ongoing
discussions with staff, the applicant has submitted a letter requesting that the Council table this item to the
July 6, 2004 meeting.
Since this item was tabled to a specific date, staff recommends that Council remove this item from the table
and that it be placed back on the table, for consideration at the July 6, 2004 meeting.
ALTERNATIVES:
1. Approve the request to extend MUSA to the balance of the subject property, to re-guide to single-
family residential that portion now guided rural residential, and to rezone the same property from
Agricultural Preservation (AG) Zone to Urban Residential (R-lB) Zone.
2. Deny the request to extend MUSA to the balance of the subject property, to re-guide to single-family
residential that portion now guided rural residential, and to rezone the same property from Agricultural
Preservation (AG) Zone to Urban Residential (R-1B) Zone.
3. Table the matter to the July 6, 2004 meeting.
ACTION REQUESTED:
Remove this item from the table; and offer and approve a motion to place this item back on the table, for
consideration at the July 6, 2004 meeting. ~

RE: Application tor MUSA Expansion, Reguiding, and Rezoning of the 40 Acre
Deutsch Family Property.
Mr. Leek,
We are hereby requesting that our application be moved from the June 15,2004 City
Council agenda to the July 6, 2004 City Council agenda.
Today we met with Public Works Director Bruce Loney. Mr. Loney infonned us that he
will be on vacation during the next council meeting. We are continuing to discuss the
utility issues with Mr. Loney and feel it is important for him to be at the meeting.
In light of the commenlS received from the City Council at the June 1st meeting, we are
taking this time to provide details of what the utility requirements are and how they will
be handled by us in this project.
The City's review period for these applications does not expire until August 6, 2004. I .
believe this allows the council at least two more meetings to table this application if they
decide to do so on July 6, 2004. I also realize that vacation schedules around the 4th of ,
July may necessitate another continuance until mid July.
