SUBJECT: Workshop Discussion on Comprehensive Plan Update (the
Update)
MEETING DATE: June 29, 2004
INTRODUCTION:
At its June 3, 2004 meeting the Planning Commission deferred making a recommendation
on the Update pending the opportunity to discuss some major issues with the Council.
DISCUSSION:
A key issue that the Planning Commission wishes to discuss with the City Council is the
allocation of Metropolitan Urban Service Area (MUSA). The Update proposes the creation
of4 phasing areas for MUSA (the map is found in the Update). The presumption is that
MUSA would be extended first to the Phase I area, then IT, then ill, and finally N. As
drafted, the Update does not provide a timeline, or alternatively a yearly allocation, for the
extension of MUS A. The Commission has received testimony regarding the Shutrop
properties, which are currently shown in the Phase IT Area, asking that they be considered in
the Phase I Area.
Other options do, of course, exist, and the Commission and Council should discuss them.
They could include;
. Setting a limit on the amount of MUS A that would be allocated annually;
. Drawing the Phase boundaries in such a way as to allow the extension of MUS A
radiating out from the current MUSA areas;
. Establishing a set timeline for the extension of MUS A to the balance of the City, and
perhaps even Jackson Township.
Other issues that the Council and Commission may wish to discuss include;
. Whether the balance of uses depicted in the Update is appropriate or sufficient
(especially commercial and industrial);
. The possible increase in development pressure for the southern part ofthe City that
will result from continued annexation and development activity at the adjacent or
near to the City's boundaries;
. Direction for open space and park planning.
ALTERNATIVES:
I. At the close of discussion, provide direction to city staff regarding any major changes
to the Update that the Council and Commission may have agreed to.
2. Direct that no further major changes be made in the Update prior to further
Commission review.
ACTION REQUESTED:
Provide direction to staff regarding any maj or policy changes to the Update that have
been agreed to by the Council and Commission.
